Can someone tell me how much distilled vinegar is required to convert 500mg of 2ci-nBOME freebase to the acetate salt? I tried 5ml of vinegar but even after vigorous mixing/stiring, I can't get it to dissolve into 25mL of water, so I'm guessing it wasn't converted to 2ci-nBOME acetate.

Vinegar is a very dilute solution on acetic acid. I would suggest trying to get your hands on dryer acetic acid.
Could someone more knowledgeable comment on the possibility of using MgSO4 to dry vinegar?

MgSO4 just dissolves in vinegar and wouldn't help. Some forms of more concentrated vinegar (perhaps around 25% acetic acid?) are available and could be worth a try.
Some substances go into solution slowly and formation of the salt with a dilute weak acid certainly doesn't speed that process up. Gentle heating and patience may be needed. Otherwise, a stronger acid should do the trick.
