I've mentioned this elsewhere but it's believed that the FSB 'Direct Measures Unit' who uses the digital domain as the newest theate of conflict. Don't forget, the goal is never to control the narrative but to push LOTS of narratives so that people eventually conclude that NO media outlet is reporting facts.
Offically Gazprom takes up virtually the whole of the building (I guess defenistration from the 87th floor would send a strong message) but it's been noted by several writers that it's sort of an open secret that this is where the DMU is.
