The White House needs to address the costly war on drugs, says a high-profile panel that includes former U.N. Secretary-General Kofi Annan and past presidents of Mexico, Brazil and Colombia. But the Obama administration says the fight against illegal drug use is working, and it wants more than $26 billion in 2012 to continue the battle.

"We cannot have one recipe. It’s not so easy to say, 'Stop the war on drugs and let’s legalize'; it’s more complicated than that," former Brazilian President Fernando Henrique Cardoso, chairman of the Global Commission on Drug Policy, said Thursday at a news conference in New York. "Between prohibition and legalization there is an enormous variety of solutions in between."

"The U.S. needs to open a debate," former Colombian President Cesar Gaviria, a member of the panel, told Times reporters. "When you have 40 years of a policy that is not bringing results, you have to ask if it's time to change it."

The commission, which also includes former U.S. Federal Reserve Chairman Paul Volcker and British billionaire Richard Branson, prepared a report that recommends governments attempt creative ways of legally regulating drugs, especially marijuana, as a way to stymie profits from gangs and cartels.

The White House's Office of National Drug Control Policy quickly sent out a statement claiming the war on drugs is working.

"Drug use in America is half of what it was 30 years ago, cocaine production in Colombia has dropped by almost two-thirds, and we’re successfully diverting thousands of nonviolent offenders into treatment instead of jail by supporting alternatives to incarceration," said Rafael Lemaitre, communications director of the White House drug policy office.
"Making drugs more available — as this report suggests — will make it harder to keep our communities healthy and safe," Lemaitre said.

Where does that Idiot get the info that drug use is 1/2 what it was 30 years ago?! Thats definetly bullshit! maybe for weed smoking by hippie in the 60's counts as "drug use" , but if the War on Drugs is so effective ,then why is the price and puirty of heroin powder from Colombia so muhc lower than in the past, and Colombia may have lowered production, but Peru, and Bolivia have increased coca production by a lot. Also crystal meth was not an epidemic in a lot of the US 30 years ago. And weed has only gotten better in THC% , and vast numbers of people are now hooked on prescription drugs. I guess if Big Pharm. makes a lot of money, it's ok for a lot of people to be addicted to opiates ,Benzo's and so on, as long as they pay high fees to see a doctor, then pay taxes and all that and buy high dollar drugs at the pharmacy, making Big Pharm. Billions and doctors and lobbyists for the AMA(american Medical Assoc.) and pharm. company lobbyists forking over big political contributions, its ok.Damn hypocrital, lying ass government.!!!

Its all about getting paid. The higher ups need their share of the pie. The cops, judges, lawyers & so on need to get paid & imo, they will never legalize drugs. Too much money to be made by the other side.

"Between prohibition and legalization there is an enormous variety of solutions in between."
Well said, chairman, this is the sort of language that really encourages political and social action..we'll stop these druggies yet!

Drug use in America is half of what it was 30 years ago

Ok, just a few months ago I read an article in which they surveyed US High school seniors and 90% of them admitted to using alcohol, so in the 80s 180% of high school seniors drank, and 48% admitted to using marijuana, so in the early 80s 96% of high school seniors smoked pot?

26 billion more when u get like 40 billion a year more debt? If that was my goverment id shit on the steps of the senate and start a riot.

alcohol isn't a drug; it's a drink.

We must stay the course!

A change will happen, but someone must commit political suicide for it. Obama is obviously not that person, especially with his turnaround.

THE GOV'T CAN'T MAKE AS MUCH MONEY OFF "ILLEGAL DRUGS" IF THEY ARE LEGALIZED and REGULATED. THEY ALREADY MAKE A KILLING OFF THEM BEING ILLEGAL.

you guys know that the only reason we went into Afghanistan was to re-plant the opium poppy fields that the taliban had destroyed. Wall Street bankers were losing like $30million a month from not having the opium from Afghanistan.. seriously if you don't agree with this "theory" then don't even blab to me because your obviously a ignorant hoot-N-nanny!

Dude, the war on drugs is TOTALLY working.

It's working fucking awesome.

They've practically eradicated everything! They're doing a real crackerjack job.

This is what happens when a fake democrat steels the nomination from a real democrat, Hillary Clinton.

She should've been our President right now. Things would be different - she's tough, she doesn't take no for an answer, and she know how to navigate the powers in DC.

Too bad though...we wasted an election on a guy with no resume and who is learning on the job. He knows nothing on foreign policy - Hillary Clinton, Robert Gates, and Leon Panetta were the ones who got Osama Bin Laden. You think Obama has a clue if it wasn't for the people around him?

Hillary had real plans for drugs, pharmaceutical companies, healthcare, and drug addiction. Those are issues close to her heart.
