'LICENCES to sell and smoke cannabis legally were proposed yesterday by a drug expert.
Prof Roger Pertwee said the move would slash drug-related crime and reduce chances of dealers introducing people to harder narcotics.
But it should be available only to people over 21 and who are not a mental health risk.
The University of Aberdeen professor, who pioneered early research of the drug in the 60s and 70s, said: "You have a car licence and a dog licence, why not a cannabis licence?
"At the moment cannabis is in the hands of the criminals, and I think it's crazy.
"We're allowed to drink alcohol and smoke cigarettes. Cannabis, if handled properly, I think is no more dangerous than that."'

^^Yeah.. i thought they were talking about something like the Swiss.. FREE DOPE FOR EVERYONE!!

People really need to move away from calling pot, dope. Heroin is dope, not pot.

I always looked at a "Cannabis License" as like a bulletin board your forehead saying "I USE MARIJUANA, PLEASE HARASS ME POLICE, AND PLEASE RAISE MY HEALTH INSURANCE RATES INSURANCE COMPANY!"

Many European countries seem to be seriously debating the benefits of liberalising the rules on possession of cannabis. Here in the UK possession of a reasonable amount for personal use just gets you an on-the-spot written warning and then you are free to go. It would only be a small step to decriminalise such possession for personal use all together, although I am not sure how you would define how much is for 'personal' use.

I don't know how practical it would be to issue 'cannabis licences' and what you would have to do to obtain one (pass an exam? lol).

The US is the only country I have come across that calls heroin 'dope', everywhere else seems to use the term to refer to cannabis. Maybe we should just start referring to heroin as just 'heroin' and cannabis as just 'cannabis'.

I just renewed my cannabis license, its now good until December 2011. I have piece of mind now with my hydroponic setup.

what ever heroin is just as bad as pot, what ever the name is, its still killing your brain cells kidneys and livers:(

Is this a joke? Neither substance damages your brains cells, kidneys, or livers. Heroin could if you are near overdose nodding HARD all the time, but otherwise your wrong on all points.

haha, sorry i was joking:P i know neither are bad, both can be miss-used, heroin more so then cannabis

there should be a heroin lisence aswell
every drug, you should have to study their affects, pass your license test, and renew every so often

and buy from a pharamcist, this is how we help our society, and the only way of the future, and the inevitable future, that will eventually be realized, because one by one countries are going to start legalizing cannabis, and then other drugs,

hopefully with the lisence system, and the ability to not be able to purchae large amounts, so dealers can't go buying the stuff, and cut it up, and sell it to people who don't qualify for the lisence

the best way for us to adapt to drugs use with minimal suffering... license system. this isn't a new idea, it's what tim leary called for in the 60's, because these can potentially be dangerous chemicals and the analogy between a drugs license and drivers' license makes perfect sense.

all drugs should be available in stores to those with licenses.

But what disorders make somebody a "mental health risk"? Do they mean people who are actually risks to others, people for whom smoking may be a risk to their mental health, or what? What if they start discriminating against people with depression/anxiety?

If they just mean bipolar/schizophrenic people who get mania/hypomania/delusions/etc and can actually be a risk to people around them, I agree it wouldn't be a terrible system and it would be better than the way things are now, at least. I'd rather see everything legalised though :)

The main thing I want to see though, is legal cultivation for personal use. Maybe that could be part of the licence, and if you're found to be selling it or giving it to people without a licence, they could revoke it. It wouldn't be ideal, but it would be a start.
