Let's face it, developing countries generally have a lot of shit to sort out before they get round to a black market which brings a lot of money into their economies. Some of the places where saffrole is produced are notoriously corrupt into the bargain.
The big busts / destruction derbies are probably only the very tip of the iceberg, and are probably largely for show.
I wouldn't be that surprised if a lot of it vanishes overnight after it's been nabbed either. We've all heard stories about X who had a kilo of Y which by the time he came to trial was a half key, in this very country, with its (relatively speaking) low level of corruption.
I think this country's been getting shit pills because we buy shit pills, and because we expect them to be £10 a dozen. Better markets elsewhere. And what's to say producers/importers/etc haven't just waited for this two tier market to emerge because they knew that sitting on the good stuff would cause the price to skyrocket eventually? The 'halcyon days' of £3 for a decent MDxx bean probably weren't that great for them, and in the end they control the market.
