West Africa on verge of producing drugs

West Africa is on the verge of becoming a source for drugs as well as a transit point, the U.N. drug chief warned Thursday.

Antonio Maria Costa told the U.N. Security Council that since July his office and Interpol have been investigating numerous West African sites where they found large amounts of chemicals used to produce high grade cocaine and manufacture Ecstasy.

Costa, who directs the Vienna-based U.N. Office on Drugs and Crime, reminded the council that five years ago his office rang "the alarm bells" to warn the world about the destabilizing impact of cocaine trafficking from Latin America to Europe via West Africa, especially through Guinea Bissau.

In the past 18 months, Costa said, his office has noted "a significant drop" in drug seizures in West Africa and a similarly "strong decline in European drug seizures with West Africa as the suspected source."

"Since, generally, trends in seizures are a good proxy to determine what's happening to actual drug flows, we conclude that drug trafficking through the region has declined." he said.

Costa warned, however, that "this trend must be interpreted cautiously" because Europe's craving for cocaine persists and trafficking routes may have moved further south or inland.

He also cited three new "disturbing elements" which must be tackled.

Growing amounts of drugs coming into West Africa are being consumed locally which is new but not surprising, Costa said.

"Low prices and high supply of cocaine, particularly in Guinea-Bissau, cause havoc among a youth already so distraught by so many problems," he said.

Costa said there are also "reports of drug use (as well as trafficking) affecting the military."

"This threatens more than security sector reform," he said. "It creates armies of addicts."

Costa stressed that military forces around the world, in rich countries and poor ones, have experienced and addressed "the disastrous consequences of addiction" among their soldiers.

He said the new "shocking information" of drug production in West Africa is being processed.

"I want to ring a new set of alarm bells: West Africa is now on the verge of becoming a source of drugs, not only a transit area. Organized crime is growing indigenous roots," Costa warned, without naming specific countries.

The Security Council was meeting to discuss Secretary-General Ban Ki-moon's latest report on Guinea-Bissau where a rare, peaceful transition of power took place in July with the election of a new president, Malam Bacai Sanha. The tiny West African nation has been wracked by coups, countercoups and a civil war.

Costa said the sites where chemicals for drug processing were discovered were not in Guinea-Bissau, but just beyond its borders.

"Yet, something similar is likely to happen in Bissau where drug traffickers have acquired vast swathes of land and an important real estate presence," he warned. "The country is very vulnerable because of its poor judicial system, uncontrolled sea and air space and open land borders."

OK, they may be making MDMA or other synthetic chemicals in W. Africa, and that definitely is interesting. I hope they don't make meth, for the sake of the people of Africa and Europe, if that's where it's going. But what do they mean by "chemicals used to produce high grade cocaine"? Do they mean some chemical needed to extract coke from some transfer form, like black coke?

To produce coke, Coca paste, made from coca leaves, is needed or one may be able to perform a very, very difficult and non profitable chemical synthesis. But I doubt any mere mortal here (or elsewhere) has seen or done real synthesized coke. I don't think cocaine processing labs to deal with coca paste exist in W Africa. Are they implying that coca bushes are being grown in W. Africa, or that some crim syndicate has found a way to cost effectively synthesize cocaine without access to coca paste?*

Either outcome would be major, but I think it's just bad reporting and there are no coca bushes or cocaine production in W. Africa.

*Everyone who's read Snow Crash knows that the Yakuza will open a cocaine synthesis lab in Tijuana at some time in the future.

I don't see them making synthetic cocaine, from what I gather it would be cheaper just to import bulk and given the current situation in Africa that is easy enough without bothering. I am interested in whether coca fields could be grown in West Africa, because it would seem illogical for them to be importing coca leaves and making cocaine instead of just importing cocaine.

I am surprised more drugs aren't already being made in Africa, it seems like the sort of place super labs for amphetamines could be set up by warlords and run smoothly and not get busted. Lots of corruption and also dense jungles to hide labs in would make it pretty easy. Drugs are already cheap as chips there from what I gather and I doubt any manufacturing taking place there would result in much of a price drop. Any real quantity of drugs produced there would likely be done with a view towards exporting them to other continents. I really see increased manufacture of drugs being the least of their many problems.

Man, i was thinking at least 5 years ago that they should be growing coca there, enough of the shit moves through the place already and all.

.

This. Coca ain't that hard to grow. In fact, I reckon some dedicated fiend could grow enough in his backyard to make a few grams of fuckin grade A primo gear every year. And, considering the amount of finished product that moves through the region, I'm surprised it hasn't branched out already tbh.

Another thing I can't figure out, if in the Andes why not the Himilaya's? I mean for maltitude sickness alone. the shit is a godsend, they SHOULD be growing it in the Himilatyas's and fuck the drug laws.

Hear that, don't believe the stats, unless they're in your favor, for course.

I doubt that they'll grow coca in Africa, if that's even possible. Those chemicals were probably on their way to SA. I'd like to see exactly what they found and how much of it.

Sounds like a bunch of political hype to prepare the masses in NATO countries for imperialist military excursions into Africa on the pretense of subduing "armies of addicts".

I doubt that. There is nothing of grate value there to take (like oil). No point throwing money and men away to capture a shit hole that no one wants. And beside NATO would probably rather all their armies remain ragtag and inefficient that way when ever they want something we can just ignore them.

Iv always been suprised that countries that hate the US havn't made super labs produceing all sorts of drugs and just flooding the west with cheap high purity drugs. Like, why isn't north korea produceing tons of heroin and just giving it away to what ever crime syndicate wants to take it. Give power and wealth to the criminals. The US could end up looking like mexico does right now (well I don't think it would ever get that bad. Your average US person is too proud and well armed to allow that imo).

No offense, but it seems like every comment you make is geared toward the idea that there is a large government conspiracy involved with everything. No doubt that the governments around the world do shady things, but I think you need to take a step back and lay off the meth or whatever it is that is making you so paranoid. This is simply a report by a government agency involved in predicting the risks of drug production. It was probably produced independently and has no connection with a conspiracy of any sort. After all, that is what they are paid to do.

Honestly, and this is not a personal attack, but you might want to get checked for a mild form of schizophrenia. The degree to which you become paranoid suggests that you might benefit from some form of therapy.

They will for sure start making amphetamines in Africa. Everyone knows what goes on in Asia and all the drugs they produce there, and how currency is drugs. Africa will be the same once someone with enough money realizes the potential Africa has for producing drugs without getting caught and without paying too much.

Cocaine produced in Africa? That sounds odd to me, id imagine poppies grown in the Middle East and then transported to Africa for refining would be more applicable. Africa would indeed be the perfect place for refining, the government is just totally corrupt, if you're into high-end drug trafficking all you need to do is grease the local law enforcement to not only leave you be and not bust you, but actually fight for you to stay in business so you can keep paying them.

The situation frightens me though, if people in Africa are desperate enough to do "Jankem" then I could only imagine what would happen if they gained access to high end super potent heroin coke and ecstacy.

Sounds like some drug gangs are just using west africa as a place to purify their coca paste and sythesize MDMA/ meth. Its prolly a mix between latin american, african and European gangs. In the end it just turns out to be an almost lawless place perfect for trading and making drugs.

Thanks for the link mad scientist, that is very interesting. If large scale cocaine production started taking place in Africa I imagine it would drive the price of cocaine down a fair bit. We can always hope!
