This reminds me of the hippies are dead/alive battle. Some say the hippies died in 1967. A common reference point is:

Of course hippies partied for years and years after (many of us still do). Heck, Woodstock, with 500,000 hippies didn't happen until 1969.
So, there is no real "line in the sand" when it comes to these things. Ppl will be rolling for decades. I guess it's a matter of personal perception. The way I figure it, when cultures such as punk, new wave, rave, hippies, etc. start out and they are only about 20% posers and the fashion industry hasn't quite caught on and capitalized on the movement, it is alive and well. Once the poser ratio increases to more than let's say... 40%, and you can pick up glow sticks at Toys R' Us, the hayday has passed.
So, bottom line, for many the scene is seen as dead. For others, the party is just getting started.
