as titcaca said, license system is the only way to go. it is how the public will be able to accept free drugs. it is also very pragmatic (even if it steps on our freedoms, the drug war steps on them to a much greater degree):
you learn the warning signs of addiction
you learn health related warning signs
you learn health related precautions (EG, bad heart + stims)
you learn the difference between use and abuse, and the useful nuances that lets you avoid harm
with your license, you go to the local RD (recreational drugs) store and buy your D.O.C
that way, anyone trying the drug will either A. have a license or B. get the drug off of a friend who has a license and hence would be an excellent "sitter" for the ride or, at the very least, would be able to give the necessary harm reduction information for the first time user. and if that user wants to continue using, the only convenient way to continue will be to get a license anyway
thus in a licensing system, everyone who uses a drug semi-regularly or regularly will have all the vital information necessary about that drug
this is the system timothy leary proposed in the books he wrote in the 60s. it's what makes sense. tim leary popularized the psychedelics because he believed, as do i, and as happened, widespread use of them would change the way we see the world in a positive way (and we need the change)
