tbh this is still the case on DNMs, there's a lot of paranoia about review shilling but it's no way near as bad as people think because vendors must order their own gear to post reviews, it's quite time consuming to do + DN forums have plenty of reviews on them

In 2009 there was no way to resolve the transactions but as computing power increased it became trivial. It's not like the creator was a CIA mole or something and was providing a known back door.
I think you're maybe talking about buying e-coin to begin with? yes the rules around that will require ID (at least in the UK it does), but you then swap it to something else not traceable to use on the DNMs.

please don't give your ID to random drug dealers on the DNMs, whatever they say you don't need to be over 21 to buy drugs and certainly don't need to prove it
Sorry, I'm not trying to be patronising, just trying to help without giving too much info out, not sure what your knowledge or skill level is like
you shouldn't be touching PGP with your phone, you need to be doing that on something secure. Email's not used on the DNMs, it's insecure and even if you encrypt it your phone is insecure so the pre-encrypted data will be recoverable.
to register for an account with a legal coin seller requires ID, that's part of the banking rules, but you just need a photo/scan of it which you can do anyhow you can (digi camera or scanner for example), once done you don't need biometrics (camera to scan your face) to login and buy coin, it's a 1 time thing.
