Psalm 137 : 9
The Bible is divided into two covenants or testaments (agreements) with God; the old (Mosaic) and new (Christian) The old is largely historic but includes the prophesies that are fulfilled in the new. Both contain not only good things but also evil that mankind has done.
The Psalm that you mention was written about 600 BC, just after the Babylonians destroyed Jerusalem and the First Temple as punishment for many transgressions that prophets warned against; yet went unheeded. It was written to show that even after being chastised the ancient Hebrews did not own up to their sins, accept their due punishment and ask for forgiveness, but rather wished for revenge against their enemies. Just like Adam in the Garden of Eden they continued in their pride and sinned even further, so were further punished by being exiled to Babylon for 70 years until the ancient Persians defeated Babylon; after which they were allowed to return to Jerusalem.
