"Easy marks" aren't going to be using tor or be tech savvy enough to teach themselves proper opsec. It's the people typing into Google "how to buy drugs online" who make up the majority of the low hanging fruit so it only makes sense that the majority of scammers would target people using the clearweb.
90% of people who get scammed trying to shop on the DNMs are people who get caught out by phishing links posing as legitimate markets, and once again these are usually found on the clear web often in places like Reddit by scammers pretending to help out.
As for things like vendors manipulating feedback or misrepresenting products or whatever, I'm sure it's easy to do that regardless of venue. Clearweb/darkweb shouldn't make a difference either way. Bots fake sales etc. You can't even trust Amazon reviews these days.
