Not necessarily. Maggots can feed on dead bits of an alive person. See the guy who got lost in Nepal and was maggot infested but alive and his dead girlfriend had no maggots

Blowfly larvae only feed on dead flesh. That's why they are still used in hospitals to remove necrotic tissue Afaik they aren't fussy about the type of dead flesh, as long as it's putrified enough for the maggots to be able to eat (their mouth parts aren't capable of chewing living tissue) Dead meat with no maggots just means no flies have laid their eggs in it yet.

Perhaps the girl was just a right minger and the flies didn't fancy her...
