Canada opposes harm reduction policies for drug users
Paul Christopher Webster
CMAJ
January 29th, 2014

Four drug policy groups monitoring international negotiations underway on reforms to United Nations drug control policies say Canada has joined ranks with China, Egypt, Iran, Pakistan and Russia in aggressively opposing European endorsements of health policies aimed at reducing harms, such as HIV transmission, among drug users.

Canada also opposes the participation of nongovernmental organizations (NGOs) in future UN drug policymaking sessions, observers report from the Vienna negotiations.

Those negotiations will culminate in a draft statement in March, outlining a new set of UN principles that will serve to guide talks by world leaders at the UN General Assembly in 2016. A new global drug control regime will be adopted to replace the 2009 framework at the Assembly. The 2009 statement did not endorse harm reduction, but promoted "the war on drugs" polices favoured by US negotiators at the time. European negotiators are pressing to have much stronger emphasis placed on harm reduction in the new statement.

At the latest negotiation session on Jan. 14, "Canada once again led the charge" against a UN endorsement for "risk and harm mitigation and reduction measures" according to the International Drug Policy Consortium (IDPC), a UK-based group at the negotiations. IDPC staff who spoke to CMAJ asked not to be named due to concerns they could be barred from observing future negotiations. In a blog report posted after the session, one IDPC observer stated that Canada was "very vocal throughout" the session and opposed any references to the term, "harm reduction."

In what IDPC staff describe as a "fascinating standoff," the European Union, alongside Norway and Switzerland, "have remained adamant that they would not accept any compromise on this language." Negotiators for the USA have expressed support for specific interventions such as needle and syringe programs, the IDPC reports, "but not for the term harm reduction."

This is revolting. Even the U.S. has become more progressive than us on this topic and we're isolating ourselves with China, Iran, and Russia. What the fuck happened to this country?

This is fucking ridiculous, our government has such ridiculous and outdated opinions on drug policy

They would shut down every last needle exchange and methadone clinic if they felt they could get away from it. These fucks better be thrown out in 2015...

"Canada once again led the charge" against a UN endorsement for "risk and harm mitigation and reduction measures" " with China, Egypt, Iran, Pakistan and Russia" Nice look Canada. Usually its the Canadians laughing at the Americans for their promotion and adherence to barbaric ideological laws... but since we seem to be making logical decisions lately and your clearly aren't I think the times have changed. But not to worry, look around, you are immersed and leading the cream of the crop.. Russia brings in the compassion for their handling of the crocodile, China is pure as the snow, the snow research chemical garbage it slings all over the world, Yeah well dont feal bad you are leading the best and the brightest and im sure they have the best interests of their citizens in mind.. being such splendid patriarchs of human rights. :(

Disgusting, practically saying they could care less if their citizens die because they use drugs.

Those are some good countries to model your policies after we all know how well they are doing..

On an unrelated note any body see the new kroll show with that wheels Ontario skit?
Shit was hilarious!

I did not know that the term "harm reduction" was controversial. This reeks of police corruption.

Imagine if the undertakers of the world banded together to outlaw seatbelts. That's precisely what this is.

Man I can't believe that, I always thought Canada a fairly liberal nation, the people as well. And look at the group she's signed up with. The US is shit with drugs up untill recently with the pot laws. But now we might end up putting another wall on our northern border. JK.

What?

Cananda is the only place in North America where someone can go and legally shoot up heroin in a clinic that provides clean needles and medical intervention if necessary.

We have needle exchanges here depending on the state/county - but nothing remotely close to somewhere safe and legal to shoot up...

Wow, ten years ago, it seemed like drugs were on the verge of being decriminalized in Canada! What the hell is going on.

There's just so many people who have hated drugs and drug users for so long, they themselves don't even know why. It's corporate greed and indifference that's destroying the planet and eroding humanity..."Drugs" have always been there...

And yeah, there's millions of people that earn a living throwing people in prison for drugs....There's always that! Its just so fucking pathetic! Mind your business, and take your uptight, self-righteous nonsense elsewhere, and I'll stay at home putting whatever I want in my own body! Thanks, and go fuck yourself!

A similar amount of time ago, Australia was going to have medical heroin trials. The conservative government vetoed it. Sound familiar Canadians?

I don't know what the situation is with the so called legal products. Here in the US at least Fl. they are gone. But with Canada's new improved attitude, jk, they might let them fly to the market in hopes of taking druggies out by the score. But with good harm reduction on your own parts you can make a killing. Pun not intended. One can only wish.

I'm confident PM Harper and his posse will be gone by next election. Until that day comes... hold on to your nuts.

Thanks to this asshole and his fellow Tories, this decade in Canada has been marred by ass-backwards changes in drug policy.

2010 - Attempted to shut down InSite in Vancouver. Thankfully, the supreme court overruled him.
2011 - Rx registry for controlled substances.
2012 - Stricter penalties for drug-related offenses.
2013 - Shutting out a small group of individuals who could have benefited from diacetylmorphine maintenance treatment.
