Government efforts to clamp down on the sale of dangerous substances - known as legal highs - are failing, a think-tank has warned.

The Centre for Social Justice - set up by Work and Pensions Secretary Iain Duncan Smith - says the UK is a leading hub for selling the drugs online.

Last year, 52 people in England and Wales died after taking legal highs, up from 28 the previous year.

Ministers said they were banning whole groups of drugs to tackle the problem.

'Legal highs' must be banned faster

Prohibitionists must retire faster.

Corrected.

Here is the Guardian version of the article with reader comments.
'Addict' Britain is worldwide hub for sale of legal highs

Mark Townsend, home affairs editor
The Observer, Sunday 1 September 2013

'Club drugs' in vast quantities – and even heroin and cocaine – are being delivered by post.

Britain has become an international hub for websites selling legal highs with postal workers operating as unwitting "drug mules", according to a report into the burgeoning trade.

The report, which describes the UK as the "addicted man of Europe", says that "club drugs", such as salvia and green rolex, are being bought online in vast quantities and delivered throughout the UK by mainstream postal services.

One in 12 young people have tried them, more than anywhere in Europe and a quarter of the European total, according to the Centre for Social Justice (CSJ), a thinktank. The report also found some websites selling class A drugs such as heroin and crack cocaine for postal delivery. Elsewhere, the report criticises the government's inadequate response to heroin addiction, revealing that more than 40,000 drug addicts in England have been on substitutes such as methadone for at least four years.

Oh sure, they'll ban legal highs, and then be fucking clueless as to why the use of "traditional" illegal drugs is skyrocketing, along with overdoses and hospitalisations, but maybe that's the whole idea: we know they enjoy arresting people. Being tough on drugs is an easy way of scoring political capitol among ignorant people who have been conditioned by blatantly misleading ant-drug propaganda, after all.

I mean, God forbid we should live in a world where people are educated in safe drug use and have access to quality-assured and well regulated drugs at an affordable price; they despise the idea of people getting high and enjoying it.

Even though we do it in our millions.

Wonder why the headlines don't read like this one:

Annual UK drug deaths fall seven per cent, with heroin-related deaths continuing to decline

Annual deaths related to heroin and morphine are continuing to drop significantly, falling from 41 per cent of total drug-related deaths in the UK in 2010 to 32 per cent in 2011. Meanwhile, deaths from ‘legal highs’ – some of which have now been banned – remained steady following a large increase in the previous year.

In total, UK drug-related deaths fell by seven per cent from 1,883 in 2010 to 1,757 in 2011, as revealed today (28 February) in the National Programme on Substance Abuse Deaths (np-SAD) 2012 report. This continues a two-year downward trend that saw deaths fall by 14 per cent from 2009 to 2010.

Although deaths related to heroin and morphine are falling year by year (in 2009 they accounted for 53 per cent of the total) in 2011 they remained the drugs responsible for most deaths. However, deaths related to methadone rose by four per cent to 31 per cent from 2010 to 2011, and deaths involving other opiates – drugs derived from the opium poppy plant, many of which are available on prescription as painkillers – rose by six per cent to 28 per cent.

A group of former ‘legal highs’ that was banned in 2010 – the methcathinones, which include mephedrone – was involved in 21 deaths in 2011. This was down from 31 in 2010, although this had followed a steep rise from five in 2009. As deaths from methcathinones declined following the ban, deaths from emerging new drugs such as amphetamine-type substances, benzodiazepines and tryptamines – as well as other now-banned drugs such as benzofurans – rose, from four altogether in 2010 to 22 in 2011.

The substances, sometimes referred to as club drugs and including Salvia and Green Rolex, are often marketed as bath salts or research chemicals

Do you reckon they mean the green rolex pills which contain pma but would contain mdma if it were legal?

And we all know the problem with pills containing PMA are a problem because of their availability online :\

I guess they're all RC's, but I believe PMA is as equally illegal as MDMA! It can be synthed with the same sort of equipment & expertise as MDMA, except PMA is produced using differing precursors that are easier to come by than precursors for MDMA.

Am I not the only one who thinks PMA is being deliberately distributed to discredit drugs users, then? I'm very suspicious that big gangs have been involved in the distribtution of varyng types of PMA pills & powders because big gangs often have contacts within law enforcement & often get supplies that have been snuck out of the evidence locker! This would be an excellent way for the powers that be to infiltrate poison into our scene!

Alcohol is a legal high, last i heard, people dying everyday by the masses, it's on BBC now!!!!!! breaking news..

I just hope our hero chemists can keep up with the bans... without making the drugs less fun or more deadly.

^While we're expressing our wishful thoughts, why not hope that the ruling parties will start the process of decriminalizing preexisting drugs, so chemists don't have to keep up with the bans? All that past guinea pig data is still highly relevant! :\

And salvia d. as a club drug... haha! I can see it now: The Salvia Nightclub Zipper Incident, when I accidentally left reality's fly unzipped in front of all those people ;) Seriously though, doing salvia at a nightclub could scar a person for life 8(

My wishful thought at least has a 8balls chance in Baltimore of happening.. :\
