Stop resisting!
A punch that a Pembroke Pines police officer threw at a mentally ill 14-year-old girl in state custody has sparked an investigation of conditions at a local youth psychiatric facility.

During the April 28 incident, partially caught on surveillance video, a police officer punched the girl in the face — after the girl appeared to swing at the officer. Then, another officer pepper sprayed the girl and a third sat on top of her while she had an asthma attack, according to Broward Assistant Public Defender Gordon H. Weekes Jr.

Officers used appropriate force and were responding to a riot at the state-licensed Citrus Center for Adolescent Treatment Service, said Pembroke Pines Police Captain Al Xiques.

The girl was arrested and charged with disorderly conduct, resisting arrest with violence, and criminal mischief, Weekes said. Six other juvenile residents of the facility were also arrested and face charges that include battery on a law enforcement officer, aiding and abetting a riot and enticing and affray, according to police.

Weekes, who is defending the 14-year-old, argues officers used excessive force that exacerbated the teenager’s mental illness and revived the trauma of past abuse.

While investigating her case, Weekes said he found a broader pattern of disturbing conditions at the facility, a locked residence for youth with serious emotional and mental disorders. In a letter he sent to interim secretary Esther Jacobo at the state Department of Children & Families on Monday, Weekes alleged that staff excessively used physical and chemical restraints to subdue detained girls, even for minor infractions.

On an almost daily basis, staff tied girls’ arms and legs to a cot in an isolated room and injected them with a chemical substance that left them unconscious for hours, Weekes said. They awoke groggy and unable to recall what happened after they were subdued, he said. Sometimes these restraints were applied for speaking too loudly, getting out of a chair too quickly or being confrontational, he said.

“The practice of subduing minor girls with chemical restraints is so common and pervasive that the patients in the facility have dubbed it the ‘booty-juice.’ This mental health facility is simply tying-down and knocking-out little girls who behave in accordance with their mental illness,” Weekes wrote in the letter.

“Most troubling and abhorrent, is the fact that the repeated use of restraining sedation has exacerbated the occurrence of disruptive behavior because it is believed that several girls intentionally engage in misbehavior in order to receive the chemical sedative ‘booty-juice’ so they can get high,” Weekes wrote.

They make it sound like they're getting Ativan shots whenever they throw a tantrum. I'm not sure I wouldn't throw a tantrum if I knew there was a chance I'd get Ativan.

If you switch it up and give me Haldol all of a sudden, you better fucking run.

I worked in a very violent teenage psych unit for a while. Later on, I met a lot of the patients in the streets. They were pretty peaceful actually. Those units bring out the worst in people.

That cop is a chug.

Braindead idiots, they deserve to be tied to a chair and injected with DMT repeteadly, and being beaten on and peper spray and worse shit, hopefully they will have ptsd after the hellish trip that would trigge and bwe a fucking wreck for the rest of their lifes. Oh yeah and no medicine for them.

Wow, thats fucked. Morals must havnt of been taught that day at the academy. I mean who the fuck would punch a 14 year old girl in the face besides a total pussy cop? That is beyond shameful. And pepper spray her too? Either that punch was weak as shit or the cops were just raging on the easiest target. Probably both.

Somebody who is so consumed by fear,self-hatred,hate towards his person and cowardness that he would do that

Why the fuck is a locked mental health facility callibg the cops? They usually have there own security. Seems like getting your patients arrested sould be bad for business.

This is an excellent question.

Having worked at these places, I've noticed there are two reasons the cops get called:

1) A patient has barricaded himself in a room and is threatening to harm himself or others in the room. I once saw a kid place all his room's furniture against his door (which the state said must open to the inside) and announce that he was slicing his wrists. SWAT had to rappel into his room from the building's roof.

2) A patient attacked a staff member, and the staff member wants to file assault charges against the patient. This one pisses me off so much, and I think policy should dictate that this person should be FIRED. I've seen staff press charges even after a benign little shove. What really bothers me about this is our society's propensity for calling the police. How can we complain about police abuse when a lot of us run to them crying after any little scare?

I've worked at places where #2 occurs every single day, and I don't know why they let that happen.

What I don't get is why that girl was grabbed by the cop in the first place? She was minding her own business and the nurse escorting her doesn't seem too fussed about her behaviour. You don't just suddenly grab someone who is known to be violent and mentally disturbed. He grabs her elbow and wrist with no notice, hell, if anyone tried to restrain me like that out of the blue I'd knock their teeth out too.

lol wat? i agree with you that the cop probably had no reason to grab her. but if someone just grabbed you you'd immediatly start swinging on them? that sort of retarded logic is why trayvon martin got killed, unnecessarily escalating a situation to an extreme.

on a side note, cops like this moron who are just bullies and cant control themselves and access the situation should be fired immedietly
i understand a regular joe swinging back on someone punching them, but shes a 14 year old girl and youre a cop for fucks sake...

If someone grabbed me, with obvious intent to attempt to restrain me (ie. wrist and crook of arm, then trying to twist my arm backwards), as this cop does, then yes, I would start swinging.
