If you are growing from seed you cannot really give an accurate CBD (or THC) percentage. Any breeder that does is being disingenuous.
The only way to get consistent CBD and THC levels is to grow from clone so it is a genetic copy and with the same environment, since environment can alter THC and CBD levels.
If you are not going for something like a 1:1 THC:CBD strain then concentrating on the CBD levels as an indicator of how useful the strain is likely to be medically is a bit of distraction. You really need to just concentrate on strains that real people have said they find useful for their medical conditions. Remember, the medical properties come from a whole plethora of different components of the cannabis plant, from aromatic terpenes to THC itself.
