So, very curious to the idea of this: Im quite aware of the process of breaking down solid heroin with water in order to administer is through hyperdermic syringe but my actual question is, "Can the residue that is left behind, in the straw (used to suck up and inhale smoke given off) after smokers use off of foil, still be dissolved in water and prepared as an injection, even thereafter the fact?"
 
No, heroin is water soluble so any "residue" that remains is not heroin and should be discarded as the waste that it is, and it's really common sense that you don't inject something that you tried to smoke.

I've never injected heroin, so I don't know much about it but could it be possible some of the residue is due to the initial solution being saturated?
 
^heroin is never pure enough to saturate water IMO, even like a few drops of water (1/20th of a mL) could probably dissolve all the active ingredient, but of course on the street level it's cut/adulterated way too much to dissolve clean.
 
If you're using ice cold water and not agitating the solution, the residue could still contain undissolved alkaloid.

Assuming you use tap water and mix the solution even a little bit there should be no undissolved alkaloid. Whatever's left is either cuts or the opium latex left over.
