Fortunatley here in NY theres no sign of drought. Infact I just cooked up some really good raw raw from my weight connect 
As for you my friend. Is it powder or tar? Like is it a big chunk of plastic and your worried about it just being bacteria...or is it like ground up in it? Cause if it's like a big piece you can pick out...I wouldnt COOK it (or shoot it for that matter) but if you MUST, cold shot, double filter. If it's mixed in with it. Not worth it.
It's honestly not worth the risk now. If I got that..I would call this scumbag and rob him. But I also have been in shoot outs and even had people try to kill me so I wouldn't copy me lol. So in highn sight...just dump it, get another bag from a different source.

If you honestly dont know the answer to this question, i'm almost tempted to tell you that yes it is safe (darwinism).
Although I would pretty much 100% guarantee you DO know the answer and are just looking for people to justify your wrong choice. I've heard/seen alot of things used to cut drugs, but plastic is definitely a new one for me. Everyone that posted before me is 100% correct in saying that that is NOT safe to slam. Like others have said if you can pick out the plastic then do so, and if you are sick then snort it(i wouldnt even recommend smoking it). Get back to us OP, would like to hear you are ok.

I know first hand. Back in the day I use to pick up like 2 fingers, cut with slimfast or nesquick, and get 2 and a half 3 out of it while having some raw put aside for myself.
If I knew better I wouldn't have done that. Luckly back then most my friends and custies sniffed with the exception of one kid who honestly I almost wish did die because he is a scumbag. (keyword almost). Most dealers..unless they bang themselves...don't give a flying fuck.
And there's some who bang, and still don't give a fuck. That's one of the main reasons why pills are so hot. Ya there expensive, and you may not get a rush from most as compared to heroin...but atleast you KNOW what your getting. I just got lucky with this connect. Actually...no...luck had nothing to do with it. Took me 5 years of shadiness to find ONE decent guy.
One time he sold me a bag that was actually TOO potent nd I had to go to the ER. He felt so bad he gave me my money from that back even though it was my own fault.

There is actually a non-toxic chalk that is very commonly used to cut dope and coke. There are very few things you can cut powder dope with that won't fuck it up. This chalk shit happens to be one of them (Not the box chalk like you are thinking, I can't describe it, when its shaved its kinda fluffy, not sandy)
I actually helped my dealer cut quite a few ounces with the chalk and some other things that I shall not repeat in here. He hooked me up good for it, but it's fucked up knowing that I helped him put nasty shit in someone elses body.

Ideally a micron filter, but if you can't get one fast enough then whatever the best filter you can find it and maybe double filter it (filter it once, put it into a clean spoon, filter it again using a fresh syringe to draw it up). I don't see how smoking or snorting plastic would be safer, you are still putting the plastic into your body that way, the best option IMO would be to remove the plastic.

It's called calcium carbonate and it's used in pills as a filler and to make them harder to inject. It might be ok to use as a cut when the drugs are intended solely for snorting, but it's not safe for injection. Chalk is not soluble in normal room-temperature water or hot water for one. It can also be very bad for you if get too much of it into your body, which I would assume if you were injecting it directly into the bloodstream that you would have a much higher level in your body then if you were taking it orally. A much better cut would be glucose.

You told him to smoke his heroin when there is plastic mixed in. Do you realize that the fumes produced by burnign plastic are toxic? There was a case where this kid was smoking 'herbal incense' out of a pez dispensor and died from inhaling the fumes from burning plastic.
Is it powder or tar? I personally would just mix with cold water and cotton filter it.. asl ong as the plasttic peices are like chunks of plastic. They will be filtered out.. I mean if theres like mad shavings and possibly tiny fragments just forget about it. bad news.

I've seen bits of things that look like plastic in some cheap shit I've bought. I always thought it was some way that smuggled it in. Obviously I never heat my gear, and there was no way I wasn't going to bang it after paying for it. I've probably lowered my life expectancy because of it, but that's the way this harm maximisation society wants it. If heroin was controlled and legal, there'd be a lot less money spent on the health system.
When you say there was plastic in it, do you know for sure it's plastic? Huge chunks of plastic, grains of plastic? When I saw what I thought may have been plastic, it was in very thin wafer like form, kinda like shopping bag plastic.
