Don't get me wrong, I dig sublime but I think I'm bored to tears of this song. If this was 10 years ago, I would have rated it am 8/10. Now it's like a 4/10. This song does not stand the test of time. And neither do most of sublime's songs. But perhaps I've just heard it way too many times. Who knows.

Eh, I'd say 5/10. It's not a bad song, but I couldn't really get into it.
Also, Sublime may be old as shit, but I still enjoy them, albeit in small doses.

idk man, a song about a chick growing up too fast in a world full of scumbags, including/especially the singer of the song, is one of those timeless themes. Put the fact that it's ska aside, and you got an enduring song there IMO.
