I actually didn't even do the manipulation. I just took the photo. Someone from DeviantArt did the effect after I submitted it as a stock photo.
It's more of a scenic/photography wallpaper. I thought the radial blur was a great idea for this photo. Filters can be a great tool if you use them right and go along with your idea.
This piece doesn't look like a cheesy filter whore design (in my opinion)

but it isnt disgustingly filter heavy, so i dont mind it at all
i think its emotive
like i said, it made me feel sick from 'moving' :)

that is very pretty j/f...the color schem is very - soothing? sleak? ...but i think its a bit dark to use as a desktop. i like to have light backgrounds, so my icons are easy to read. :\
