We are in the middle of setting up a charity focussed on harm reduction and are checking the legality of handing out single use Marquis reagent tests (basically a plastic tube with about 0.5ml Marquis reagent in it (it's really easy to make in bulk with 1l costing about £40) along with an instruction manual of how to use it and the different colour changes, then hand those out at (well, probably outside. The bouncers probabaly wouldn't like us handing them out on the premises) night clubs for free.
Northern Ireland doesn't like change however. If you drive out into the countryside you'll find "Jesus is coming, repent!" signs nailed to almost every telephone pole.
