Uruguay becomes first country to legalize marijuana trade

(Reuters) - Uruguay became the first country to legalize the growing, sale and smoking of marijuana on Tuesday, a pioneering social experiment that will be closely watched by other nations debating drug liberalization.

A government-sponsored bill approved by 16-13 votes in the Senate provides for regulation of the cultivation, distribution and consumption of marijuana and is aimed at wresting the business from criminals in the small South American nation.

Backers of the law, some smoking joints, gathered near Congress holding green balloons, Jamaican flags in homage to Bob Marley and a sign saying: "Cultivating freedom, Uruguay grows."

Cannabis consumers will be able to buy a maximum of 40 grams (1.4 ounces) each month from licensed pharmacies as long as they are Uruguayan residents over the age of 18 and registered on a government database that will monitor their monthly purchases.

When the law is implemented in 120 days, Uruguayans will be able to grow six marijuana plants in their homes a year, or as much as 480 grams (about 17 ounces), and form smoking clubs of 15 to 45 members that can grow up to 99 plants per year.

Registered drug users should be able to start buying marijuana over the counter from licensed pharmacies in April.

"We begin a new experience in April. It involves a big cultural change that focuses on public health and the fight against drug trafficking," Uruguay's first lady, Senator Lucía Topolansky, told Reuters.

Uruguay's attempt to quell drug trafficking is being followed closely in Latin America where the legalization of some narcotics is being increasingly seen by regional leaders as a possible way to end the violence spawned by the cocaine trade.

Rich countries debating legalization of pot are also watching the bill, which philanthropist George Soros has supported as an "experiment" that could provide an alternative to the failed U.S.-led policies of the long "war on drugs."

The bill gives authorities 120 days to set up a drug control board that will regulate cultivation standards, fix the price and monitor consumption.

The use of marijuana is legal in Uruguay, a country of 3.3 million that is one of the most liberal in Latin America, but cultivation and sale of the drug are not.

Other countries have decriminalized marijuana possession and the Netherlands allows its sale in coffee shops, but Uruguay will be the first nation to legalize the whole chain from growing the plant to buying and selling its leaves.

Several countries such as Canada, the Netherlands and Israel have legal programs for growing medical cannabis but do not allow cultivation of marijuana for recreational use.

Last year, the U.S. states of Colorado and Washington passed ballot initiatives that legalize and regulate the recreational use of marijuana.

Uruguay's leftist president, Jose Mujica, defends his initiative as a bid to regulate and tax a market that already exists but is run by criminals.

"We've given this market as a gift to the drug traffickers and that is more destructive socially than the drug itself, because it rots the whole of society," the 78-year-old former guerrilla fighter told Argentine news agency Telam.

NOT ALL CONVINCED

Uruguay is one of the safest Latin American countries with little of the drug violence or other violence seen in countries such as Colombia and Mexico.

Yet one-third of Uruguay's prison inmates are serving time on charges related to narcotics trafficking that has turned Uruguay into a transit route for Paraguayan marijuana and Bolivian cocaine.

Even though it is set to clear the Senate, the legislation faces fierce opposition from conservatives and Mujica has yet to convince a majority of Uruguayans that it is a good idea.

According to a recent opinion poll by Equipos Consultores, 58 percent of Uruguayans oppose legalizing pot, although that is down from 68 percent in a previous survey in June.

Critics say legalization will not only increase consumption but open the door to the use of harder drugs than marijuana, which according to government statistics is used by 8 percent of Uruguayans on a regular basis.

"Competing with drug traffickers by offering marijuana at a lower price will just increase the market for a drug that has negative effects on public health," said Senator Alfredo Solari of the conservative Colorado Party.

If it works, the legislation is expected to fuel momentum for wider legalization of marijuana elsewhere, including the United States and in Europe. Decriminalization of all drug possession by Portugal in 2001 is held up as a success for reducing drug violence while not increasing drug use.

"This development in Uruguay is of historic significance," said Ethan Nadelmann, founder of the Drug Policy Alliance, a leading sponsor of drug policy reform partially funded by Soros through his Open Society Foundation.

"Uruguay is presenting an innovative model for cannabis that will better protect public health and public safety than does the prohibitionist approach," Nadelmann said.

Now that we have seen the first COUNTRY to legalise cannabis can we hope for change here eventually too? Thoughts?
 
My thoughts are not with a conservative government. Especially one who doesn't even know they're in power who wouldn't know a vision of the future if it was shown to them by AlMighty JeSus HimSelf.
 
Yay hey using the exact same methods as I have banged on about monthly quotas per user, pharmacy distribution, a licence and recordings of amount bought to national data base. The world is slowly looking up. Thanks poledriver!

Nice to see Uruguay went ahead with legalisation, not that I thought they wouldn't. Hopefully one day Australia catches up to them...
 
In a couple of the articles about the Uruguay situation they have talked about things like registering users and genetic marking of the governments cannabis strain. If thats the case it would still be illegal to grow anonymously and choose the strain you want to grow. No doubt unregistered and unmarked growing will continue as usual.

So I got these bugs on my plants and when I look at pest identification guides I am having trouble identifying what they are. I literally just got rid of thrips and now these pieces of shit are coming to the party. They are somewhat round bodied insects that are maybe 2mm in size, they seem to have light red or brown bodies and a white fuzz on them. The first one I ever seen was pretty damn fuzzy, but most of the follow up ones seem to be a bit smaller and their fuzz isn't so developed, but they d have a sort of fuzzy patch to the rear of their backs. I just spent a while killing all the ones I could find by hand and they have a pretty decent jump, but when I observe them moving along the plants they seem to crawl along the stems and leaves at a moderate pace. My best guess is they are some kind of aphid but they seem a little large, I really don't know much about bugs though.

I have been using spinosad to treat thrips and they don't seem too fazed by that at all, I suppose they did turn up between sprayings and the only spray my plants have had since then was yesterday, so maybe it will just take a few days to kill them. I have a feeling the spinosad wont kill them though. If I can't narrow down what they are I think I am just going to spray some pyrethrum and maybe add a small amount of neem to the plants water once a week and hope that takes care of the issue.

I am not freaking out about it and am positive I will get on top of these fuckers before they do any significant damage, but if anybody could save me some time and knows what they could be that would be awesome. Aside from that, I would be curious what types of preventative measures people take against bugs when growing MJ. I didn't really take any this year and I am regretting it now, nobody I know tends to bother and they never have any issues, but wouldn't you know my luck first year growing and already I have had two types have a decent crack at my plants.

It occurred to me after killing all the bugs I could see that I probably should of taken a photograph of one to make identification easier, if I see any more I will definitely take a photo.
 
Are they eating or destroying the plants at all that you have noticed? Are your plants looking pretty healthy?

My 1 plant is looking ok, I just re potted it and it seems to be growing pretty tallish, rather than bushy (even tho it was tipped a fair bit in the last month or more), which kind of worries me that it may not really be worth the hassle, if it turns male i'll be pissed. I havent really been looking after the plant much, i just leave it in the hidden spot amongst a heap of other stuff and you can hardly notice it. It was very root bound when i re potted it the other day. I really dont know if its worth it to keep growing it, but you never know I guess. I'll keep it going for now. Last season I had 4 or 5 plants that looked alot more hydroish even tho they were outdoor and I ended up destroying them as I got paranoid. This one is from the same seeds, which were some hydro grow from a friend a while ago, he also grew the same seeds outdoor and did ok from a couple of plants. Not really too fussed whatever happens as long as I dont get in any trouble I guess. Stupid fucking laws.
 
It is hard to be 100% sure, because I just had thrips and have some damage from them, also one of my fucking dogs jumped the chicken wire and had a nice chew on two of my plants, those two happened to be the two copping the worst from the insects, annoyingly open wounds on those plants as a result of my dogs biting have stopped me being able to spray those plants yet either.... I am not really sure whether they are a sucking or chomping insect, from their appearance I would guess probably sucking, if anything the damage I am noticing on my leaves looks like they have been chomped on, but it could be from my dog attack or the decent amount of flying insects that tend to linger in that area of a night time.

I just sussed out a nice organic pyretherum spray so I am going to grab that before Bunnings shuts, will spray tomorrow so long as I don't find anything that says you need to wait more than a couple days after using spinosad to use pyrethrum. Thinking I may get some neem oil as well and perhaps start using that as a deterrent since the bugs are seeming to enjoy interfering with my grow.

There is a possibility that plant is a male, I have always read they tend to grow taller than females, which makes sense since they have to drop pollen on female buds to reproduce. It could just be a phenotype variation from the same seeds though, not all plants from the same seed stock exhibit the same characteristics and there is a chance you just have a stretchy phenotype this year. If I were you I would grow it out til it shows sex, there's no point having taken the risk and put in the effort at this point to pulling it prematurely.

I am honestly more worried about my neighbours teenage son stealing my plants than I am worried about the police. A good friend of mine recently had his door kicked in by police for a matter unrelated to growing, he had one mature cannabis plant in his yard at the time, the police actually left his plant and only came back to take it when they realised they had accidentally captured his plant on film when filming the execution of the warrant, for which they actually apologised. I am under the distinct impression that they really don't care, although obviously you can always get unlucky. Considering police are probably more aware than your average Australian of the criminal element that can be involved with cannabis production, and most of them are probably also aware that cannabis is relatively harmless as drugs go, it would not surprise me at all if many police looked at personal growing as a less serious social issue than people buying commercially produced cannabis from drug dealers. It is unfortunate that it is against the law though, I can't understand what I am doing wrong by growing a natural plant organically so that I have an alternative to paying criminals for a substance that I feel benefits me, or how my doing so has a negative impact on anybody else whatsoever, except for the criminals who are losing money when I stop buying their hydro bullshit...
 
Do people here foliar feed and if so do they usually adjust the ph of that water before spraying? It seems that there are people who swear you do and some who swear you don't, which is all rather confusing.

I wanted to foliar feed my plants tomorrow morning before leaving for work, was going to make up a litre solution with 4mL of Seasol in there tonight, let the chlorine bubble overnight and give them a light spray, I am just not sure whether or not I should adjust the ph or not. I have read from many sources foliar feeding a seaweed extract in veg is beneficial, but the main reason is that a couple of my plants are still showing mild signs of iron and zinc deficiency and I thought this might be a good way to get rid of that. I know seasol isn't a plant food by the way in terms of having minimal NPK value, but it does have a number of less important nutrients my plants have a slight deficiency in. The reason I want to know about ph is that I am fairly certain Seasol is alkaline, and I know that iron and zinc which I want my plants to feed on are inaccessible in soil above a ph of around 7, I am not sure if the same thing applies to foliar feeding, for some reason I feel like ph probably is less important for foliar feeding but there are so many differing opinions out there it is hard to come to a conclusion.

Also, anyone familiar with Neutrog Go Go Juice? They post some pretty damn impressive results on their website of consumable crops that half a field had this stuff applied and the other didn't, supposed to be 100% organic. Basically introduces a heap of beneficial bacteria to the soil so they can break it down and give the plant better access to nutrients. I am thinking I will pick some up through the week and give it a crack.

Or perhaps the seeds had the gene for that trait?

I don't think I've ever seen plants go hermi that havent come from hermi seeds and I've used seasol a few times. Usually don't use it in flower though.
 
I am curious why you say seasol creates hermies, it claims to be good for plants and I can't see any reason it would not be. I couldn't find much else about seasol causing hermies but could find a number of people who use it in their grows and seem to have no dramas. I am not saying you are wrong but a little elaboration would be useful.

I was using seasol as a foliar spray until I copped some bugs and eased off it, (wasn't sure if the seasol was a contributing factor in the bugs liking my plants, plus have sprayed insecticides a few times since) I still do add a little into my plants water every 2 or 3 weeks. Wasn't really planning on using it throughut flowering as I have a mate that reckoned his neighbour grew bud that tasted like seaweed after using seasol all through flowering, it is probably worth mentioning in that instance a plant definitely did not go hermie from seasol use and if anything they used more of it than they should of.
 
Are herm seeds guaranteed to be herm plants? The question was asked a while back and I had no idea.
 
Seems to be the way. I don't have extensive experience with it but it seems that it is inherited.
The ones I've seen are usually female all the way up until late flower and then pop out a few male flowers. The extent to which that fucks up your grow depends on how developed the buds are at that point. I've seen some with 30% seeds or more and some with none. I've never seen the true hermaphrodite that grows both male and female flowers the whole way.

Apparently commercial breeders stress their favourite females with colloidal silver to make them produce male flowers so that they can have feminized seeds.
 
It's been a few months since I've been on. I met a girl, got dependant on girl, let my mind overthink too much about girl, had to cut it off with girl. Damn :(

Hermie seeds are seeds produced by a female that's stressed during flower causing itself to throw a male flower and pollinate itself. I've grown a few plants that have hermied late flower, and those seeds have always turned out to be female. I've not grown or seen a Hermie ever come to think of it.

I got a little guy on the go, he's a lone survivor. I'll get a photo up.
 
Mine's quite a bit taller than that, but that is also because of the decent sized pot it is in no doubt, I'm hoping mine is not a male, and if it is I'd like to know soon so I can rip it out. Do I have to wait to try and see pods appear or hairs to work out its sex?
 
Hey mate.

You can't make out in the photo, but the plant is taller then my waist. And yeah, the only way you can tell the sex of a plant is for it to show nuts of hairs.mi notice a very tiny looking ball, but in the past I've seen them put something that looked like a male flower out but later the plant showed true female.

How old is yours?
 
Thanks, I can't recall when I planted it now tbh, sometime after most people did, so maybe a few weeks or a month after the 1st of spring? I think lol.
