It could be a color agent but otherwise it's the benzethonium undergoing pH / redox reactions over time, causing it to change. Why worry about it if it's even on the label? While I do agree that it's very unlikely to be the ketamine, let's not forget that tryptamines can undergo color changes in solution which apparently doesn't have to affect potency. Though while that may be acceptable to some of us, it is doubtful to get the go-ahead in pharmacy.
We should also remember that a lot of ketamine is meant for use in animals and people usually care a lot less about subtle modulation of effects and side-effects in animals than in humans, if something does the job rather well otherwise.
And even if it is for human use, like I said: incidental use would probably be fine. Do you expect them to take into consideration our penchant for drug abuse?
I even read that some people find it helpful when trying to hole so who knows, they might have our best interests in mind.
