Too bad there's no debate forum here, haha. If you suffer extreme anxiety, then a benzo will bring you to normalcy but i wouldn't consider that 'being high'. Taking a lot of benzo will knock you out, but i wouldn't consider that 'being high' either. Loss of motor coordination doesn't feel specifically good, it's just a novel peripheral effect, right? When you take heroin or cocaine, there is an unmistakable reaction involving the reward system which undoubtably produces 'pronounced euphoria' and gets the user 'high' without a question, due to a flood of dopamine. Of course there are other ways to use the word 'high' such as in the term 'natural high', but in the context of recreational drug use, i honestly feel that there should be a noted difference between 'mood lift' and 'euphoric high'.
It's the same concept that we use to define the feeling of a psychedelic as an 'experience' or a 'trip'. They don't get you high like dopaminergic drugs do, because they don't flood dopamine and therefore don't offer a drug induced euphoria. Same goes for benzos, the user doesn't get 'high' in a classical dopaminergic sense, rather they become 'sedated' which for many people feels good. When i go to a massage therapist, i feel great, feel very relaxed and it is fantastic but i still don't consider getting a massage 'getting high'.
