Why make tar?

I used tar on a daily basis for about two years, and never saw anything remotely like that in my tar. The thing I've even heard of something like that is someone ripping someone else off, and selling them a piece of lint, a rock, resin (of the marijuana type), etc. But never in actual product.
 
This is way off topic but I bought way too much black tar and I wasn't able to check the quality before purchasing it.. come to find out is is very potent accept it's really really dirty! can it be cleaned and refined does anyone out there know what the process is to clean it up??
