I lived in central Chile for a few months and had a blast, and it's currently number one on my list, not least of all because minor possession is treated as an administrative rather than criminal matter. That means fines and community service instead of prison as long as a judge deems the amount found on one's person as for immediate personal use rather than microtrafficking.
I lived in Mexico, too, and had a lot of fun there for non-drug reasons, but would not consider retiring there, largely for reasons discussed in the linked post. Same goes for Peru. But both Colombia and Costa Rica seem interesting.
