Chem, I was probably over simplistic... its all a case of amounts. What you get at the dentist is a mixture of N2O and oxygen - so it doesn't saturate your blood stream. However N2O absorbs into blood much easier than oxygen (and takes longer to release itself) so inhaling pure N2O is much more problematic, the percentage of oxygen in your blood is much lower and there is a greater chance that brain cells will not get the oxygen they require. This is particularly true when people use tricks such as breathing in/out of a balloon to "lengthen" the hit.
So if you are going to inhale N2O make sure you get plenty of oxygen too. See erowid for more details.
Oh, Im also interested in what people consider as the "effect" of bulbs. The people I know who take them did so for the head rush at the time of inhalation (which is caused by depleated oxygen levels) but N2O also has the effects of euphoria, sedation, analgesia and psychedelic dissociation (from erowid). If everyone is after the latter and I've just got weird friends then I'll shut up now
