So under these terms, couldn't one bring a small amount of bud back from Holland legally? How do they get around that? Is it because weed isn't technically legal in Holland or something?

the fact is you guys are ordering CIV drugs. they don't have time to prosecute you. keep up with the pharmacy boards and you'll know which companies are getting the highest & lowest seizure rates and go from there.
