What influences whether there are good pills around or not?

Just wondering why there are so many dud pills out there at the moment. And what influences whether there are good pills out or not?

Well here in Australia it's pretty much the shortage of MDMA...Also the availability of certain chemical's is a influence in any form of drug making..

Also uneducated people that are popping anything they come across is also a influence because from a cook's point of view, why go through the hard trouble of sourcing MDMA when you can put whatever you want into a pill and no it will sell just as good as a MDMA one would..

Customs.
Border Security in general.

Other crap being in pills is due to the above and also ease of getting them and also possibly using legal stuff although often legal doesnt mean its good for you. Pipes for example.
