Remember that the doses are based on clinical experience on switching over to diazepam.
For instance, I was switched over to 20mg diazepam from 1mg clonazepam just recently. The idea is to switch from the more potent benzodiazepine (Clonazepam) to diazepam due to its long half-life to make withdrawals easier to deal with.
