Don't withhold the rent; you will just get an eviction notice for breaching the terms of your lease agreement.
All of your issues are Body Corporate/Strata Agent issues. In the foyer of your building there should be the terms of the strata plan and also the contact details for your Body Corporate or Strata Agent. There is nothing to prevent a tenant from going to them directly.
Draft three (3) letters explaining your issue - One for the Body Corporate/Strata Agent, another to your Real Estate agent and another to your Landlord.
The letter to the Landlord will need to be submitted to the RE Agent for delivery to the owner as you are not legally allowed to lob correspondence on your landlord without prior notice. The only other thing that you can do is try and locate any property owners who are also residents of the building. Find out of they have a building meeting. Whilst you are not able to pass judgement on the issues being discussed in the meeting you are at least able to speak your peace. If the building group are nice folk (and they should be given the same issues effect them) they can even arrange for the strata manager to be present at the meeting, of course the same meeting in which you all outline how outrageous these issues are.
Whilst there are laws and regulations in place to enure that a strata manager maintains a safe and sanitary environment for tenants, unfortunately there are still issues that arise. Most of the problems you are facing could be the result of poor strata management, strata management in dispute or owners who simply have not been paying their strata levies each quarter. When this happens the property owners in effect break their agreement with the strata company who in turn refuse to provide service.
As always retain evidence of everything. Video yourself using the buzzer, the lights not working and the washing machine not working. Retain copies of the letters you write and keep details of the date and times you make phone calls and what you spoke about plus rent reciepts and even bank statements confirming rent payments. It is not uncommon for a complaining tenant to find themselves on the business end of an eviction notice.
