^ In New York City, particularly Manhattan, it's not a question of 'laziness' but more how the drug business operates. Before I moved there I had never heard of such a thing in my life. I'd had dealers who came to my house because they didn't want me to know where they lived or whatever, but in this case we're talking about literal delivery services. You page or call, get on the phone and say a couple code words, then in 30-45 minutes some kid with a backpack is hustling up your stairs and looking to do business 'not in front of the window' even if it's several stories up and facing a dark interior courtyard piled with garbage. I rarely saw the same deliveryperson more than twice. They all worked for centralized, larger services. None had other dayjobs. They had lots of fancy gear and were clearly doing fine. And during my years in NYC, I never met a dealer who did business the more traditional way. Everything was handled through runners and delivery services.
If you're getting 'a high quality product for a sizeable difference in street prices' - I presume you mean the weed would come cheaper than usual? - yeah, why not tip, I suppose (?), though I don't tip dealers just for giving me a good deal. And the delivery services I encountered sold at usual streetprice.
