It's actually a metaphor for time,
the first line describes a rather concrete, dreary flow and interconnection of time, which in essence is flighty (no pun intended)
Second line states a perceived misconception of the concept of time and its wonder so to speak, where flaws and the abstract are lost in the "flow" and is in turn viewed as fit and fine based upon time's seemingly reassuring, solid nature, whereas the importance of flaws and the abstract is smothered.
"Primped Piss" is a reference to the boastful/perceived as unstoppable concept of time.
"Day of mind" follows up the previous statement with a counter saying that that now is time for the beauty and imperfection of mind and the abstract.
after the break the next two lines elaborate on this idea with some description, later running into "sickly of cause, of eyes" which is a reiteration of the previous statement on the over-emphasis of regiment and time.
"we ply simple notch" is in the perspective of time itself describing it's ploy to regiment the human capacity and spirit.
"have sold the line" describes time "selling out" the course of things in a direction away from the abstract and free and towards a "sold (wasted)" regimented mindlessness.
"lend ticks" is simply a description of the sounds of a clock.
