A COMPANY that supplied Victorian crime bosses with ecstasy-making equipment escaped prosecution despite taped evidence of its illegality.

Its customers included crime gangs run by Tony Mokbel, Carl Williams and the Moran family.

The company's role in helping the rival gangs establish as illegal pill manufacturers directly contributed to Melbourne's gangland war.

At least 29 people were murdered during what became a battle between the Moran, Williams and Mokbel gangs for control of the multi-billion-dollar ecstasy and speed tablet market.

A second Melbourne company also made an $80,000 pill press for the Mokbel drug syndicate in 2003.

An underworld killer told police in April that the second company, which he didn't name, built the pill press from drawings he provided.

"I spent a couple of days showing Tony (Mokbel) how to work the press," the convicted murderer told police.

"Tony then started punching pills out with a fox symbol on them.

"I would estimate that Tony Mokbel would have made over $100 million through his dealings in the drug world."

It was while investigating last month's information about the second company that the Herald Sun discovered the existence of secretly taped evidence against the first Melbourne company.

Having access to pill presses and punches from the two companies enabled the gangs to flood the Australian market with cheap, homemade designer drugs.

Without presses and punches of their own, they would have had to continue importing expensive ecstasy tablets from Europe.

A Victoria Police undercover investigation into the first Melbourne company ended with the scrapping of the force's drug squad in 2001.

Planned criminal charges against the first company and its owner were never laid.

A Victoria Police source yesterday said there was enough evidence to charge the first company and its owner with conspiracy to traffic illegal drugs and being an accessory to the manufacture of illegal drugs.

"But the axing of the drug squad meant the detectives with knowledge of it were moved and the investigation was never followed through," the source said.

"There was secretly taped evidence which showed the company was knowingly selling pill-making equipment to the major drug gangs in Melbourne."

A Victoria Police spokeswoman yesterday denied the scrapping of the drug squad had anything to do with the first company and its owner not being prosecuted.

"There were valid operational reasons for the decision not to prosecute," she said.

The first Melbourne company has since been sold and its owner moved overseas.

A supergrass working for the drug squad inside the Mokbel and Moran syndicates told police that members of both gangs bought pill-making equipment from the first company.

He had secretly taped some of the transactions.

The supplying of pill-making equipment by the first company to crime gangs came at a crucial time in Victoria's drug scene.

Ecstasy was rapidly becoming the drug of choice among young Australians in the late 1990s, but local gangs were not profiting much from it as the tablets had to be imported.

One Melbourne drug dealer, who later became the supergrass referred to above, made it his business to learn how to make professional-looking ecstasy tablets and amphetamine-based speed tablets designed to be sold as ecstasy.

Once he perfected the recipe he sold his skills to the Moran drug syndicate, run by Lewis Moran, son Jason and stepson Mark.

Tony Mokbel wanted in on the act and tried to steal the pill-making expert away from the Morans.

Drug squad detectives discovered the first company's involvement after it arrested the pill-making expert in August 2000 and charged him with serious drug offences.

$100 fine for drug driver in fatal

A MELBOURNE man involved in a fatal road smash at Pontville last year had a charge of causing death by negligent driving against him dismissed yesterday.

But David Louis Mark, 31, of Prahran, was fined $100 for driving with the illicit drug speed in his blood.

The Hobart Magistrates Court had heard Mark was on a business trip with colleague Tamara Babitch, 43, when their hire car collided with a ute last February on the Midland Highway.

Ms Babitch, who was the front-seat passenger, was killed on impact.

Police had alleged Mark was driving too fast given the wet conditions, the sharp bend and downhill road.

They also said he failed to pay proper attention to speed signs and the methamphetamine in his blood made him a driving risk.

But his lawyer, Michael Daly, said there was no evidence that negligent behaviour had caused the crash.

Mark had said in a police interview the back of the car had lost grip for some reason as he rounded the bed.

He said he remembered feeling comfortable at the speed he was approaching the bend.

Magistrate Roger Willee said yesterday there were implications the road was slippery but the extent of that was unknown.

"I consider any contaminants on the road would have been unlikely to be detected by the defendant," he said.

He said the police were unable to determine the speed that Mark was travelling at the time the car went into a slide.

"The exact sequence of events after the defendant lost control is not significant," he said.

Mr Willee said it was not proved that Mark had failed to observe the speed signs.

Almost $130,000 cash found in house search

Police have seized more almost $130,000 in cash and small amounts of drugs from a Bayswater house.

The drug bust, which occurred yesterday, located more than $100,000 hidden in a sound system speaker.

The balance of the cash was found in different rooms throughout the house.

A 36-year-old man was charged with possessing stolen or unlawfully obtained property, and possessing a range of drug-related items including a smoking implement, implement used in the preparation of a prohibited drug, cannabis and amphetamine with intent to sell or supply.

The man is scheduled to face Perth Magistrates Court on Tuesday.

'Roadrunner' in court

A FATHER of four charged with commercial drug trafficking was known as `The Roadrunner' because he travelled to Melbourne almost daily, a court heard yesterday.
Shane Sleeth, 39, of Harris Street, California Gully, is facing charges including trafficking a commercial quantity of amphetamines and cannabis, and dealing with property suspected to be the proceeds of crime.

During a bail application in the Bendigo Magistrates

Court yesterday, a policeman told how Sleeth was

the main target of Operation Yentes, which began

in October, last year, and culminated in 15 raids in

March.

Senior-Constable Robert Walsh of the Bendigo Divisional Response Unit said police gathered evidence of Sleeth's movements and dealings by tapping his phone.

He told how Sleeth was found possessing amphetamine when he was arrested at Taradale on March 7.

"We believe he had picked up seven grams of amphetamine that morning from two separate suppliers," Sen-Constable Walsh said.

He told the court that during a seven-week period

Sleeth purchased 86 grams of amphetamine which he

got from a supplier in the western suburbs.

Police believed Sleeth trafficked a conservative

amount of 100 grams of amphetamine during the

period, Sen-Constable Walsh said.

"He used to buy the amphetamine and cut it."

The court heard Sleeth would travel to Melbourne

almost daily.

"He's been called `The Roadrunner' for that specific reason," Sen-Constable Walsh said.

He told the court that between 2002 and 2007, $280,000 went through Sleeth's TAB account, which police believed was for purchasing drugs.

"The figures go in and they go straight out," he

said.

Sen-Constable Walsh also told the court Sleeth had held a Crown Casino account since 2000 which had

recorded a loss of $125,000 and turned over $1.8 million dollars.

He said police had recorded conversations between

Sleeth and a man in Melbourne, and the applicant

would put in "orders" for stolen items, such as a certain type of cars.

"This male would steal things for Shane in exchange for amphetamines."

Defence barrister Bradley Newton said he believed the strength of the prosecution case in relation to

commercial trafficking was not strong.

"It is just really a speculative exercise as to how

that money comes to be in those accounts," Mr Newton said.

Magistrate Richard Wright adjourned the bail application until today.

Police uncover illicit drug laboratory in Vic

Police are at the scene of a illicit drug laboratory in Alexandra in Victoria's north-east.

The laboratory was found by the Purana task force.

Sergeant Carla Coslovich says a number of chemicals were found that are used to make methamphetamines, such as speed.

"We do have the clandestine laboratory squad, obviously they're experts in in processing the scene," she said.

"They're currently there processing the scene at the moment and they'll be able to establish at what point the laboratory was in operation and the the amount of methamphetamines that were manufactured at the time."

Bikies arrested in drug raids

FOUR members of an outlaw motorcycle gang have been arrested following raids on several Gold Coast properties.

Police said detectives from a special task force today raided several addresses of members and associates of the Finks Outlaw Motorcycle gang.

Officers allegedly found drugs, including a hydroponics set-up, cannabis and steroids, plus weapons, including a Taser stun gun.

Three men, aged 35, 28 and 23, and a woman, 21, have been charged with drug production and possession, and weapons charges.

They are due to appear at Southport Magistrates Court on June 26, June 29 and July 4.

Two men charged after drug raid – Surry Hills
10 June 2007

Two men will appear in court this month charged after amphetamines and other drugs worth more than $90,000 were seized during a raid at Surry Hills on Friday.

About 8.15pm 8 June police from the Central Metropolitan Region Enforcement Squad executed a search warrant at a unit on Pelican Street.

During the search warrant a quantity of ecstasy, cocaine, methylamphetamine “ice”, cannabis, a liquid believed to be the prohibited drug GHB (also known“Fantasy”), together with a sum of cash, were located.

The potential street value of the drugs seized is estimated at $99,200.

As a result a 33-year-old King Cross man and a 25-year-old Surry Hills man were arrested at the scene and taken to Surry Hills police station.

The 33-year-old man was charged with possess prohibited drug and given conditional bail to appear before Downing Centre Local Court on 29 June.

The 25-year-old man was charged with supplying a commercial quantity of prohibited drug, three counts of supplying greater than the indictable quantity of prohibited drug, possess prohibited drug, and goods in custody.

The man has been refused bail to appear before Central Local Court on 12 June.

Drug charges follow raid

TWO men have been arrested and one charged with drug offences after a north Queensland home was raided.

Police said the Townsville address, on Martinez Street, West End, was searched yesterday afternoon with officers finding amphetamine, cannabis, cash and water pipes.

An 18-year-old man will face Townsville Magistrates Court on June 26 on two counts of possess dangerous drug and one count each of trafficking dangerous drugs, supply dangerous drug, possess utensil, possess property obtained from trafficking and possess property used in commission of a crime.

A 19-year-old man is assisting police with their inquiries and further charges are expected.

Two charged over drug lab

TWO women have been charged after an inactive drug lab was found in Brisbane's south, police said.

The methylamphetamine lab and stolen goods were found during a search of a Sunnybank address last night, police said.

A 23-year-old Kedron woman will appear in the Beenleigh Magistrates Court today charged with drug offences including possession of a relative substance.

A 21-year-old Sunnybank woman will appear in the same court today charged with one count of stealing.

Drugs seized in remote community

Police have seized about 46-thousand dollars worth of cannabis at an out-station near the Wadeye community.

Police say they pulled over a 45 year old man en-route to the Wudapuli out-station and searched his vehicle and residence, finding 660 grams of the drug.

He was charged with possessing and supplying a commercial quantity of cannabis and will appear in the Darwin Magistrates Court today.

Accused courier's knickers in knot

AN accused drug courier was wearing three pairs of underpants on the day he was arrested, a court has heard.

The Melbourne man, 24, whose name was suppressed by Perth District Court, told police in a video shown to the jury yesterday he wore the three sets of underwear because he sweated.

He then said he had put all three pairs on because he was in a rush.

He has pleaded not guilty to the possession of 581 grams of methamphetamine (ice), with the intent to sell or supply.

Prosecutor Dave Dempster said the men flew to Perth on the same flight before police found the drugs in their hotel room in June last year.

A defence lawyer said the main issue was possession and the prosecution would find that hard to prove with two people sharing the room.

The trial continues.

Bikies charged in drug raids

Six men, including two high-ranked members of the Rebels bikies, have been charged with serious drug offences after a series of raids in northern NSW today, police say.

Police say the men were charged with offences including on-going supply of prohibited drugs, possession of prohibited drugs and knowingly take part in the supply of prohibited drugs.

They said five of the six men will face Tamworth Local Court tomorrow. A 22-year-old man charged with goods in custody was released and will face court in August.

An estimated $40,000 cash and large quantities of ecstasy, amphetamines and cannabis were seized by police at five homes.

The Rebels were charged after being arrested today. The arrests, which involved 50 police officers, follow a six-month investigation, Operation Caddie, into the supply of ecstasy and amphetamines by the Rebels outlaw motorcycle gang.

Police said a 26-year-old high-ranked member and a 27-year-old associate were arrested at a car park at 9.40am today.

They said a 42-year-old former member and a 49-year-old associate were arrested in simultaneous raids at their homes a short time later.

Just after 2pm, a second high-ranked bikie, 27, was arrested on a Tamworth Street, police said.

At 2.30pm, police arrested a 22-year-old associate at his home.

Tamworth Local Area Commander Superintendent, Tony Jefferson, said officers have been collecting evidence since last November.

"This has been a highly significant operation with today’s arrests effectively shutting down the Rebels’ drug activities in Tamworth."

State Crime Command Gangs Squad Commander, Detective Superintendent Scott Whyte, said further investigations and monitoring of all Rebels members would continue.

As part of Operation Ranmore, which started last month, officers across the state would continue to target such gangs, particularly the Rebels, Bandidos, Comancheros and Nomads, he said.

"Since the announcement of Operation Ranmore there have been no further incidents of conflict between OMCGs [Outlaw Motorcycle Gangs]," Detective Superintendent Whyte said.

"Despite this, we will not relax our focus on bikies. We continue to work with Local Area Commands investigating criminal activities of OMCGs and maintaining very close monitoring of their members across NSW.

"In the past five weeks officers have attended more than 240 OMCG clubhouses and filed hundreds of intelligence reports on activities of members and associates.

"Our message is clear: Operation Ranmore will continue to target the supply of drugs and other illegal activities by OMCGs."

Drug lab discovered at resort

POLICE are dismantling what is believed to be a clandestine drug laboratory in a backyard shed at The Vines.

Midland detectives raided the Tattinger Grove house at 11.15am today after intelligence suggested the property was being used to manufacture amphetamines.

A narcotics detection police dog was used to examine the property, bringing police attention to the shed in the rear yard.

"The dog has sniffed through and in the shed area has located some glassware and items which appear to be associated with a clandestine drug laboratory,'' said Detective Sergeant John Hutchison, from the police organised crime unit.

"Two of the police officers have been overcome by the fumes and had to be taken to hospital.''

Police and a chemist are now examining the laboratory to determine whether the items were being used to cook up amphetamines.

Two men and a woman, who were at the scene when the house was raided, are being interviewed by police. No charges have been laid.

"If there is evidence of manufacturing (drugs), someone will be charged,'' Det-Sgt Hutchison said.

Eight arrested after Vic drug raids

Three people will face drug trafficking charges in court after detectives swooped on several houses in Geelong.

Eight people were arrested in Wednesday's raids in North Geelong, St Albans Park, Thomson and Corio, following the discovery of two clandestine drug laboratories in Geelong in March this year, police said.

Two men and a woman were remanded in custody to appear at Geelong Magistrates' Court on charges of trafficking amphetamines, cannabis, LSD and possessing the proceeds of crime.

Five others released after questioning related to drug and weapons offences were expected to be charged on summons, police said.

Customs intercept date rape drug in SA

A 29-year-old man has been charged with drug offences after allegedly importing more than 40 litres of the date rape drug Gamma Butyrolactone (GBL) or fantasy.

Australian Federal Police (AFP) and Australian Customs said three parcels sent from the United Kingdom were intercepted on their way to Adelaide in early June.

The parcels were declared as oven cleaner and cleaning solvents but tested positive to GBL.

Customs referred the parcels to the AFP who substituted the liquid and arranged for the items to be delivered to an address at Reynella East, in Adelaide's southern suburbs.

AFP agents on Wednesday night arrested the man as he allegedly attempted to access the parcels.

During a search of the premises agents also found chemicals, laboratory equipment and a recipe for converting GBL into another drug known as Gamma Hydroxy Butyrate, also known as grievous bodily harm.

The man was charged with importing commercial quantities of border controlled drugs and was due to appear in the suburban Christies Beach Magistrates Court.

The maximum penalty for the offences is life in prison.

Jail sentence for smuggling Sudafed

A jail sentence handed to a Melbourne man should serve as a warning to those attempting to circumvent Australia's strict controls on precursor chemicals, Customs said today.

Mr Anthony Biviano, 38, of Wantirna was convicted in the Melbourne County Court today for possession of methamphetamines and the importation of pseudoephedrine.

He was sentenced to 30 days imprisonment for importation and fined $250 for possession.

Customs investigations began on 10 December 2006 when officers at the Australia Post Gateway Facility in Melbourne intercepted a parcel from Singapore.

Inside were 400 Sudafed tablets. The active ingredient of Sudafed is pseudoephedrine, which is used in the manufacture of illegal amphetamines, more commonly known as 'speed'.

On 14 December 2006 Customs Investigators executed Customs search and seizure warrants on a Wantirna home where they found a quantity of methamphetamines.

Mr Biviano pleaded guilty to State and Commonwealth charges in the Ringwood Magistrate's Court on 22 March and was sentenced today.

Customs National Manager, Investigations Richard Janeczko said 'smuggling of any precursor drugs could lead to a criminal record. Customs also works in partnership with State Police when we detect other drugs during such investigations.'

'Anyone seeking to smuggle pseudoephedrine in any format without a permit should be aware serious penalties - including jail time - exist for such offences,' Mr Janeczko said.

Interstate drug ring busted

POLICE have busted a drug-trafficking operation couriering amphetamines between Queensland and NSW.

Police from an Asian crime gang taskforce stopped a car on the F3 at Ourimbah, north of Sydney yesterday and allegedly found 10kg of amphetamines worth $1 million and a large amount of cash.

Four men had been been charged with interstate drug-trafficking, police said today.

Operation Musca was established in November last year to investigate the alleged drug operations of a number of men.

A 61-year-old Queensland man who was allegedly driving the car stopped yesterday was charged with supplying a prohibited drug, possessing a prohibited drug and dealing with the proceeds of crime.

He was refused bail to appear at Wyong Local Court today.

Two Queensland men aged 32 and 33 were arrested at Sydney airport's domestic terminal yesterday afternoon.

They were charged with supplying a prohibited drug and refused bail to appear in Waverley Local Court today.

Later yesterday, a 30-year-old Sydney man arrested at his Earlwood home was charged with supplying a prohibited drug.

He would appear in Newtown Local Court today, police said.

The Joint Asian Crime Group (JACG) includes members of the Australian Federal Police, NSW Police Force, Customs, the Australian Crime Commission, and the NSW Crime Commission.

Police seize 1,900 cannabis plants in raid

A man has been charged with a number of drug offences after police searched two Wide Bay properties.

Police executed search warrants on two properties on Wednesday. They allegedly found 1,900 cannabis plants at a property at Bauple south of Tiaro.

A second property at Walligan, west of Hervey Bay, was also searched and police allegedly found a hydroponics system, 53 cannabis plants and two kilograms of dried cannabis.

A 54-year-old man has been charged with producing dangerous drugs, possession of property used in the commission of a crime and major possession of dangerous drugs.

Police shut down alleged drug operation
15th June 2007, 13:45 WST

Police have claimed victory in dismantling an alleged drug house in the northern suburbs.

Acting on a tip-off from members of the public, north west tactical investigation group officers raided a Two Rocks house at 10.30am yesterday and allegedly found two hydroponic cannabis-growing setups.

The officers allegedly seized 16 cannabis plants about one metre tall and paraphernalia including air filters, electrical timers, water heaters and digital scales.

A sling shot was also allegedly found, along with two smoking implements.

A 42-year-old man who lived at the Damepattie Drive house was charged with cultivating cannabis with intent to sell or supply, possessing cannabis with intent to sell or supply, possessing a smoking implement and possessing a prohibited weapon.

He was bailed to appear in Joondalup Magistrate’s Court on June 20.

Man charged for Queensland cannabis crop

A MAN has been charged after police found a large cannabis crop in a raid on a north Queensland property.

Police said officers seized 36 cannabis plants, about 25kg of dried cannabis and cannabis seeds during a search on a property at Koumala, near Mackay, today.

A police spokesman said the crop was being watered by an extensive irrigation system.

The 50-year-old man has been charged with possession and production of a dangerous drug and will appear in the Sarina Magistrates Court on August 7.
