Police concerned by festival drug culture

Police say they're disappointed by the drug culture associated with music events like Splendour in the Grass.

More than 400 people were caught with drugs during the three-day festival which wrapped up in Byron Bay on Sunday night.

Almost 200 court-attendance notices were issued, along with more than 150 cannabis cautions.

Superintendent Stuart Wilkins says police seized amphetamines, cannabis, cocaine, ecstasy and LSD.

"It's also about the drugs we didn't seize," he said.

"The people who were clearly under the influence of drugs, the medical tent being absolutely flat out, police being called to assist with people whop were suffering the effects of drugs and being violent or being unable to care for themselves.

"There were people who hid (drugs) internally, and there were people who hid it... on their body.

"There was a car that hid it in the roof cavity.

"People go to significant lengths to hide it knowing full well that we were there in numbers."

The Byron Shire Mayor says Splendour in the Grass organisers were quick to respond to community concerns over the weekend.

Jan Barham says people living in the Sunrise Beach estate had some problems with bike-path access and general security concerns.

She says there were also noise complaints on the opening night.

"Friday night was amazing, I've never heard noise travel so well," she said.

"I don't think on site they would have realised that that wind was taking the noise so far, you could hear it down in Suffolk Park!

"After the calls were made, the noise was mitigated, so I think the responsiveness of organisers is a good thing.

"I'm sure the shopkeepers are happy, the town was full and all abuzz."

Police disappointed after 400 people found with drugs at annual music festival - Byron Bay

Police have been left disappointed with crowd behaviour following a four day music festival held in Byron Bay last week.

The Splendour in the Grass Music Festival was held at Belongil Fields in Byron Bay between Thursday 26 July and Sunday 29 July 2012 attracting a crowd of approximately 20,000 people.

During the festival there was a strong police contingent including general duties officers, the Mounted Unit, Dog Unit, Public Order & Riot Squad, Operation Support Group and officers from the Alcohol and Licensing Enforcement Command.

Police were also assisted by the Office of Liquor, Gaming and Racing and targeted alcohol, drugs and anti-social behaviour offences.

Officers conducted 730 person searches and 30 vehicle searches whilst also issuing 74 move-on directions.

Drug detection dogs were used throughout the event resulting in 421 people being found in possession of illegal drugs including amphetamines, cannabis, cocaine, ecstasy and LSD.

192 people were issued court attendance notices for possess/supply prohibited drug while police also issued 154 cannabis caution notices.

Six juveniles were allegedly found in possession of drugs and will receive cautions under the Young Offenders Act. Investigations are continuing into a number of other drug offences.

Motorists did not escape police attention with nine people charged for PCA offences while seven people tested positive to ecstasy during roadside drug tests.

Officers also responded to a number of anti-social and alcohol-related incidents including seven intoxicated people, five assaults and ten licensing offences.

A number of street offences were also detected including 40 people found in possession of alcohol in alcohol-free zones and 19 people dealt with for offensive behaviour.

Tweed/Byron Local Area Commander, Superintendent Stuart Wilkins, said it was disappointing to have so many people found in possession of illicit drugs.

“We were kept busy over the four days but once again drug and alcohol-related incidents dominated our time.

“Over 400 people were found in possession of prohibited drugs and that is simply unacceptable. This culture of drug-taking at music events needs to stop!

“People went to extreme measures to get drugs and alcohol into the festival including one employee who was allegedly detected trying to bring liquor and drugs into the event.

“We also had a 29-year-old woman attempt to smuggle spirits into the festival by hiding containers underneath her top.

“In another incident five men from Melbourne were also charged after officers conducted a search of their car and located cannabis concealed in the roof lining of the vehicle,” said Superintendent Wilkins.

Superintendent Wilkins also expressed his disappointment in the behaviour of a number of people found affected by alcohol.

“Police were there to ensure public safety, not spoil the party but some people were unable to control themselves and treated officers as punching bags.

“One drunken woman was charged after elbowing a female officer in the face while a 16-year-old boy was ejected from the event after being found intoxicated.

“After receiving a number of complaints the licensee of one venue was issued infringement notices for allegedly failing to comply with licence conditions by jeopardising patron safety,” Superintendent Wilkins said.

Record ice seizure among half a tonne drug haul

4166132-3x2-940x627.jpg

This is a joint media release with the Australian Federal Police and Australian Customs and Border Protection Service.

The Australian Federal Police (AFP) and Australian Customs and Border Protection Service have smashed an international drug syndicate, seizing 558kg of illicit drugs estimated to be worth up to half a billion dollars on Australian streets.

Over half a tonne of drugs, including 306 kilograms of crystal methamphetamine (ice) and 252 kilograms of heroin, were seized in Sydney during the operation, with seven people arrested.

This is the largest seizure of ice in AFP history and is also the AFP’s third largest seizure of heroin.

The AFP arrested four foreign nationals from Hong Kong as well as three Australia based syndicate members following eight search warrants in Sydney CBD and Western Sydney yesterday (Monday, 30 July 2012).

During yesterday’s search warrants the AFP also seized six kilograms of methamphetamine from a 55-year-old man’s Green Valley residence.

All seven alleged offenders are expected to face Sydney Central Local Court today.

The AFP commenced an investigation in August 2011 into an international organised crime syndicate allegedly planning to import illicit drugs into Australia. This followed information received from the US Drug Enforcement Administration.

In January 2012, Customs and Border Protection identified a number of individuals believed to be associated with the international syndicate.

Investigations led to the targeting of two suspect cargo consignments.

On 19 July 2012, Customs and Border Protection officers at the Port Botany Container Examination facility examined a shipment of 3,200 terracotta pots which had been imported from overseas in two shipping containers. The search revealed significant quantities of heroin and ice concealed within 100 terracotta pots.

It will be alleged in court that as a result of AFP controlled operation the seven men were arrested attempting to take possession of the drugs.

AFP Deputy Commissioner Operations Andrew Colvin said this significant operation has smashed an international drug syndicate and protected the countless lives which would have been affected by this importation.

“This operation follows the AFP’s most successful year in terms of drug seizures.

“In the 2011/12 financial year, the AFP and its partner agencies seized almost 14 tonnes of illicit substances bound for drug distribution networks across Australia,” Deputy Commissioner Colvin said.

Customs and Border Protection Deputy Chief Executive Officer Mike Pezzullo said the operation reinforced the power of intelligence sharing and inter-agency cooperation in smashing transnational drug syndicates.

“The information that Customs and Border Protection officers collected and analysed ensured that the operation was able to identify syndicate members and prevent the shipment from reaching the streets,” Mr Pezzullo said.

Enquiries are continuing and the AFP has not ruled out further arrests.

Summary of charges

The four Hong Kong nationals, 42-year-old, 61-year-old, 29-year-old and 34-year-old men have been charged with conspiracy to import methamphetamine and heroin, contrary to section 307.1 and 11.5 of the Criminal Code Act 1995.
The 29-year-old and 34-year-old have also been charged with attempting to possess a commercial quantity of methamphetamine and heroin, contrary to section 307.5 and section 11.1 of the Criminal Code Act 1995.

Davis also had a bag of cannabis and a joint in her bag, as well as a straw and rolled-up $5 note used for snorting drugs.

She told police the drugs were for personal use.

Her lawyer, Michael McMillan, said Davis had kept her drug use secret from her family, and had signed up for a six-month live-in rehabilitation course starting next week.

No conviction was recorded and the magistrate put Davis on a six-month good behaviour bond.

Man sentenced to 21 months’ gaol for drug possession

A 24-year-old Burwood man was sentenced in the Melbourne County Court yesterday (Wednesday, 8 August 2012) to 21 months’ gaol for possession of pseudoephedrine.

On 26 January 2012 Customs and Border Protection officers at the Melbourne International Mail Facility selected a parcel from China for further examination.

When officers examined the parcel, which was labelled as containing ‘clothes’, they found seven packages concealed within two stacks of hollowed out books.

The packages contained approximately 4.4 kilograms of pink and yellow granules, consistent in appearance with the Chinese cold and flu medication ContacNT.

ContacNT is sold over the counter in China. It contains high amounts of pseudoephedrine, a precursor chemical used to manufacture amphetamine-type substances, such as methamphetamine. Importing pseudoephedrine into Australia is prohibited without a permit.

The 4.4 kilograms of ContacNT was analysed and contained approximately 1.3 kilograms of pseudoephedrine.

As a result of this detection and the subsequent investigation Customs and Border Protection officers arrested Mr Yao Xu.

Customs and Border Protection National Manager Investigations Kingsley Woodford-Smith said that this sentence should serve as a warning to people who were considering collecting parcels for others.

“Customs and Border Protection has seen a noticeable rise in detections of ContacNT coming by courier or international mail,” Mr Woodford-Smith said.

“We know criminals offer money to people to pick up what they think is a harmless parcel. If you collect a parcel on behalf of someone else you can be held liable for its contents and face serious consequences under State and Federal laws.”

Mr Xu pleaded guilty to possessing a drug of dependence contrary to section 73(1) of the Drugs Poisons and Controlled Substances Act 1981 (Victoria).
