Thai Octane Inhalent

Okay so they sell this stuff called thai octane around my area in tobacco stores.

It comes in a jar, and it has like a resin looking plant material in it, and a mesh looking material that may be cotton.

But anyways, it says to inhale deeply. I inhaled it and it immediately cleared my sinuses. So it apparently is a decongestant. It smelled very akin to vicks vapo-rub.

So does anyone have any experience with this shit? What does it do? What is in it? Any ideas?

I canot really find anything online about it besides the companies website and some news stories about how it is a new designer drug and the authorities are worried about it. The only thing I can find on effects and ingredients is the following:
