Sulfate or hydrochloride

Hello, I want to buy bulk quantity of a prescription drug(not controlled) normally sold as sulfate tablets but the chemical form is only sold as hydrochloride.
I don't know if this is a difference on the absborption and effect of the drug.
Also, why the same drug has different CAS registry number?

Not really. The bioavailability should typically be the same. Whenever a company tries to market a new version of the same drug they must demonstrate bioequivalency to the FDA, meaning that the amount of drug in the plasma is the same as the old version. Usually the counterion (hydrochloride or sulfate) doesn't make a huge difference.
 
there may be slight differences in solubility and the dose weights may need to be adjusted slightly to account for the different molar weights.
 
the hydrochloride salt should be more potent, because it is less heavy than the sulfate (if I am not mistaken?)
