You wouldn't want Boeing to do it. They would probably dock the deorbit vehicle to the wrong side of the station and push it farther out rather than bring it back to burn up.
How can this cost almost a billion ?
De-orbiting is just slowing it down so that it falls down to earth.
Basically dock on it, then it reverse thrust until it slowed down enough to de-orbit.
A billion to do that job ?

It would be best to use it and convert it to a space platform and capture other space junk and fabricate reusable parts.
That can help clear up the debris that causes hazards to craft up there and to make use of the materials.
Save on the cost for resphipping it to orbit.

Seems like SpaceX launches almost a launch per day. I watch them if I remember, but sometimes I'm too spacey.

Crash it into the moon so more amateur astronomers can see it compared to the sun which needs special telescopes
