Starliner was sent up manned but the astronauts that went up with it are remaining on ISS because this craft was not deemed safe enough to have them return in it. Are you even keeping up on this or what? Boeing is only one of three American companies vying for the chance to make spacecraft for the US effort. The industry is evolving from a purely governmental agency controlled who makes and flies in space and there is bound to be some degree of experimentation and mistakes. The Boeing craft has more than it's share of problems but they are trying to make progress without loss of human life.It is unmanned. Funny story, after America retired it's space shuttles after the other space shuttle whose name started with the letter C fell apart during reentry.
Not sure why( years and years ago) they sanctioned Putin's Russia. But I bet it was justified.
A Russian official said , that they would honor their agreement and then after it, no more Soyuz trips for American astronauts.

This current launch is by Blue Origin not Boeing, and is sub orbital. About 15 minutes of total flight time for crew.
