Liquid measuring is a very accurate way to go about it! It's more reliable than using a scale, if the scale has a known margin of error which could cause the dosage to be quite off.
Liquid measuring is indeed a safe and responsible way to do it. But one thing to keep in mind, is, make sure your initial amount of powder is weighed out exactly to what it is supposed to be. This requires a decent scale. You would assume the vendors weigh it out properly, but you can never be sure unless you double check it yourself.
Phenazepam, like most benzos, might be sol to 5-10mg/ml depending on conditions. I don't see a point in making it more concentrated than that though, you're already risking overdoses and blackots if someone ingests 1ml if it is 10mg/ml.
In my experience, and according to what I've read (I am sure this has been posted, but I'm just backing it up with my experience) 1mg will dissolve per mL of 190+ proof ethanol such as Everclear.
I dissolved a gram into a liter of 190 proof ethanol and have dosed the resulting solution about a hundred times in the two years I've had it with good results.
You can get a free mL oral measurer from department store pharmacies, they keep them behind the counter. Some may require a purchase.
PROTECT YOUR FACE when pouring the phenazepam into the ethanol, and WASH your hands after handling it. That stuff is very potent!
