What is this tool? Can anyone tell me about the structure of this pipe? I want to create one to use meth. Thanks!!!

Lol that's a crack pipe. Not very efficient at vaping methamphetamine lol.
Meth pipes have that same stem structure (and material- glass or pyrex) but have a bubble (bowl) with a carb on top- at the end of the stem.
If you walk into a head shop or gas station and ask for a meth pipe, they'll throw you out....because meth pipes are illegal.
They are referred to as oil burners, bubbles, flowers, love buddies, etc....
You're obviously very new and naive to methamphetamine. I agree with scatterday....stay away. But if you choose to ignore this advice and wind up in hell on earth (or just have more beginner questions), the Bluelight community is always here to help.
If you do, make sure to use IN GREAT MODERATION. But even if you do everything right with your usage, you're still at great risk.....if nothing else, because of the people you'll have associated yourself with....you'll see eventually....

Another thing I'd like to mention is invest in a testing kit so you can test for potential adulterants and contaminants in your methamphetamine if you choose to go down that path.
I strongly advise you stay away from meth though.
