This was a Lifeline Publications (specifically Michael Linnell's) effort to provide HR information in a way that made it accessible to as many users as possible. It's pretty outrageous and it's not really a surprise that it was banned. But this was produced well before digital typesetting was available so the quality is admittedly low. It's circa 1987-1988.
I think 4 or 5 issues were printed before the management put a block on it,
