I hope the don't eat meat thing is a joke...doesn't make much sense to me, especially since unless you properly change your diet to make up for the lack of meat you can get sick from doing so...
I'd recommend just a balanced diet and exercise. Try not to binge eat. Eat on a regular basis, HAVE breakfast! Don't skip any meals. Try to be eating something every 3-4 hours at least, even if it's just a snack. Smaller more frequent meals are healthier, provided you don't over eat during these meals. Cut down on sugar, fried foods, and processed foods. Especially avoid white bread and pasta or keep it in moderation. Instead opt for whole wheat bread and whole wheat pasta.
Make sure you are getting enough healthy fats (EFAs or essential fatty acids). This is HUGE. So many people neglect this and it is a neccessity. People think fat = bad but you need the right type of fats. It's all about a BALANCED diet...no fads. Supplement your diet by eating fish a couple times per week. While mercury in the fish could be a worry, if you only eat it a couple times per week you should be fine. Some fish have higher risks of mercury (do more reading about this if you'd like). You could also just supplement with fish oil tablets. I usually take them twice per day at slightly higher than the recommended dosage. I could go on and on about the benefits of EFAs, better skin, heart health, mood, etc. Just trust me on that one.
As you said eat plenty of fruits and veggies. Supplement with a good multivitamin to cover your bases. If you'd like me to recommend one I'd be happy to do so.
In terms of exercise I recommend weight training along with cardiovascular activity. Weights 3-5 days per week along with 3-6 days of cardio...depending on your goals. If you'd like help setting up a program I'd be more than happy to help you, I've been weight lifting for many years.
The sleep thing, as you mentioned, is huge.
Be happy. Do what makes you happy that is healthy. Keep rec drugs to minimum. For alcohol consumption I would say limit it to only 1 or 2 days per week in moderation. This really will make a huge difference (will help improve your aesthetic appearance as well). I know you may not what to do this...but you said you wanted to stop getting sick. You can always go back to drinking more if you feel it is essential to your happiness....but I think you'll be surprised if you put effort into it.
When I said be happy, that means pursuing your interests. If you don't have any I suggest trying some out. Reading, music, movies, exercise, sports are all great healthy way to improve yourself. I find that with exercise and reading I always get a sense of accomplishment. Even if my week was shitty if I went to the gym 5 times...or read a book, I know that I've bettered myself at least. Choose books that are enjoyable and stimulate your mind...but don't start out too tough or you will be discouraged. Save up money for awesome vacations....this always helps me feel better, because I'm working towards that amazing vacation.
I'm not just talking out of my ass...when I was younger I was FREQUENTLY sick. I mean every year I'd get pneumonia and the flu on top of bad asthma, allergies and a slight immune deficiency. My senior year of highschool I missed over 60 days of school. At one point I was absent for almost 3 weeks straight (went in 1 of the days and had to leave early because I still wasn't well). For me the exercise and eating right made the biggest difference. Along with not blazing and boozing as much. Once you get healthy you can slowly re-introduce the herb and booze and whatever else if you'd like....but until then I'd concentrate on a healthy lifestyle.
