What happens if honest drivers have these compartments for keeping their valuables in, like cellphones and stuff when they go to the beach or something like that? Or if they buy a vehicle unknowingly with one of those compartments?

that's the thing about these sort of laws. think of the most lawFUL person you know... law enforcement can pull this guy in whenever they want, assuming they don't have a lot of money.
