Santa Claus at the Queens Ball

Recently heard about a lovely man at the Queens Ball in Brisbane who was handing out recovery kits to ravers for free. Didn't get one, but apparently the contents were prozac, 5-HTP and vitamin C
And before anyone replies about the dangers of this, from all accounts he is a doctor and it was all dispensed with instructions on how to use them. Nice to know that someone cares!
What would be the legality of a qualified MD selling these little kits at raves do you think? I imagine it would totally nullify their insurance, since Prozac is not indicated for this purpose according to the manufacturers. Something to think about though. $5 a kit? Bargain.
 
mmmm prozac hey...excuse my niavity but is Prozac a prescription drug? And if so - how does it have to be supplied to a patient - through an official prescription or can a MD prescribe as he/she see's fit.
It would be interesting to know the legality of providing recovery packs?
