Yes - I'm living in upstate NY right now, but I'm from Atlanta.
Good neighborhoods:
Decatur- just outside of Atlanta on the east side, a bit pricey, but if you can afford it, find someplace kinda close to the square.
Little 5- sure, it's becoming yuppiefied, but it's the closest thing Atlanta has to a Soho.
East Atlanta - kinda what Little 5 was 5 years ago.
Virginia Highland - we used to joke this is where Little 5 kids moved when they got jobs. It's becoming more like Buckhead (the yuppie district), but there are still some nice older house-apartments in the area.
Vinings: on the NW corner of the perimeter, it has decent access to downtown and Marietta. Some decent deals can be found here if you look hard. It's not downtown, though, so expect to drive quite a bit. I guess driving will be the name of the game whereever you live, though.
Avoid:
Buckhead.
Of course, be prepared for crime and traffic, especially if living intown.
The scene:
I've not had much experience with the rave scene. Funnily enough, one of the central locations is called "The Globe" - it's in the ghetto, but is surprisingly pleasant. Big DJs often play at the Riviera or 1150 or the Crescent Room - especially if you look for the SEKS nights - some of my friends are dancers there. However, they also tend to draw the fashion victims and obnoxious post-fratboys.
The more down under scene seems mostly nice, and it's easy to meet folks.
