They are fairly interchangeable when it comes to psychiatric diagnostics aside from a few exceptionsI've heard that private doctors over here can reference the DSM whenever they want, so it may be that a few of them are favouring the DSM.

RFK seems like a smart guy, he did a lot of good stuff re big factories polluting rivers, some of his advice re vaccines sounds a bit kooky but I don't know enough about the situation to really make a judgement
