Trump gave a long speech in which he clearly said he wanted a peaceful protest. Waters comment isn't anywhere near as ambiguous as Trump using the word fight in one sentence during a long speech.
"We got to stay on the street. And we've got to get more active, we've got to get more confrontational. We've got to make sure that they know that we mean business"
It's not ambiguous at all.
Yes, they should be held to two standards.
1. The law. If they commit a (significant) crime they should be barred from office.
2. The will of the people. This is the standard politicians are held to in democracies.
So the same standard as the president, who was impeached for inciting violence.
