Oily Coke?

Someone told that if you rub the coke on your hand and it feels oily it means its higher quiality. Is this true?

I've never heard this before, but cocaine-HCl is extremely hygroscopic.. i.e. it absorbs quite a lot of water from the air. I checked, and other common cuts (glucose/dextrose etc) are much less hygroscopic, and therefore absorb less water, and therefore would appear dryer than an uncut sample.

still not a good way to check potency though.
