If it is psychoactive at all, it is a very subtle 'mood boost'
I wouldn't really call it that - more of a "concentration boost; I feel more capable of thinking, speaking, working and moving in a more precise manner.
Not "tweaky" like a more typical stimulant, or jittery/compulsive like amphetamine.
I don't know if I get mood enhancing effects - I just feel "sharper" without feeling wired or restless - and this may positively alter my mood, but not as a primary method of action, perhaps more because I am performing better in my day-to-day life.
Improved focus and memory - a bit more clarity, and I think it has improved my guitar playing.
That's hard to gauge objectively though - if someone fed my noopept without telling me, I think i probably wouldn't notice.
It is subtle, and reliant on observations and comparisons I make to "normal" days and activities, compared with how I am after taking noopept.
What psych meds are you on?
I have absolutely no idea about the science of this, but it could be possible your medication is either muddying the effect of noopept - or stopping it from working as effectively (or all together).
